JASARA PMC is seeking an experienced HSE Manager to lead the development and implementation of our safety policies and procedures across all of our civil engineering projects. As the joint venture between Public Investment Fund (PIF), Jacobs, and Saudi Aramco, JASARA is committed to delivering on the promise of Vision 2030 by providing a solutions-based approach to social infrastructure programs in Saudi Arabia. Our HSE Manager will play a critical role in ensuring the safety of our workforce and communities as we work together to bring visible change to the Kingdom of Saudi Arabia.

**Responsibilities**:

- Develop and implement JASARA's HSE policies and procedures
- Ensure compliance with local and international safety regulations across all of JASARA's civil engineering projects
- Provide advice and guidance to project managers and teams on HSE matters
- Conduct safety audits and inspections to identify potential hazards and areas for improvement
- Develop and deliver HSE training programs for all employees
- Investigate and report on incidents and near-misses, identifying root causes and making recommendations to prevent future occurrences
- Develop and maintain relationships with local authorities and stakeholders to ensure JASARA's HSE practices align with all relevant laws and regulations

**Requirements**:

- Bachelor's degree in HSE, engineering, or a related field
- Minimum of 10 years of experience in HSE management, preferably in civil engineering projects
- Professional certification in HSE is strongly preferred
- Experience with developing and implementing HSE policies and procedures
- Knowledge of local and international safety regulations
- Strong communication and leadership skills
- Ability to effectively manage and prioritize multiple tasks
- Fluent in English, Arabic is a plus
