Controls Room Specialist

**Position Summary**
- Reporting to the Operational Risk Manager, the primary goal of the Control Centre Specialist is to ensure all aspects of the Project Control Centre C3(Command, Communications, Control) capabilities are developed, implemented, and maintained appropriately
- The Control Centre Specialist scope includes the entire OXAGON site and integrated with NEOM and contractor security teams
- Additionally, this individual is also expected to contribute and be a member of the OXAGON Incident/Emergency Response Team

**Primary Duties & Responsibilities**
- Assist the development of an overall site and unit specific C3 Plan
- Develops and administrates the Access Control System, including staff and contractors, plus visitor requests and deliveries notifications
- Develops and administrates the Surveillance Camera System, including ensuring equipment (hardware/ software) is in line with manufacturer’s instructions and organizational procedure
- Ensures all access and camera systems are operational, serviced, and able to undertake all functions
- Coordinate C3 elements of incident/emergency response plans, drills, and training with all stakeholders
- Track corrective C3 action plans resulting from drills and exercises
- Establish and develop C3 elements of incident/emergency response team as needed
- Ensure all aspects of C3 meet regulatory requirements or accepted industry best practices
- Develop a C3 operations compliance tracking system
- Ensure all project C3 training needed is implemented and maintained
- Support and/or participate in site drills, what-if scenarios, incident/emergency response readiness inspections and drills
- Facilitate a monthly emergency response team meetings in conjunction the overall Emergency Response Team
- Record and maintain accurate records of all drills, scenarios and exercises carried out in relation to C3 operations.
- Act as liaison to support the medical and emergency response needs
- Facilitate on site incident investigations as needed.
- Actively promote C3 capabilities via trainings, informative events, etc.
- Work closely with Emergency Response to develop Incident/Emergency Management plans.

**Preferred Education & Experience**
- English and Arabic speaker and written
- Diploma in management is preferred but not required
- 2+ years’ experience in an industrial/construction setting, supervising, or managing security teams
- Certification(s) in electronic and/or security systems, threat and risk assessment, incident response, etc
- Has a strong understanding of incident command structures, such as Gold/Siler/Bronze (Strategic/Operational/Tactical) approach
- Knowledge of emergency alarm systems
- Experience supporting construction incident/emergency response, such as fire, hazardous materials, and rescue
- Experience in security systems, such as Surveillance Cameras and Access Control Systems
