JASARA PMC is seeking a dedicated Senior Manager - Utilities to join our esteemed team. This role is pivotal in managing the full lifecycle of utilities within our large-scale infrastructure projects across Saudi Arabia. You will lead the planning, design, and implementation of utility services, ensuring they meet project requirements and local regulation standards.

As the Senior Manager - Utilities, you will be responsible for coordinating with various stakeholders, including contractors, local authorities, and utility providers, to ensure seamless integration of utility services into the overall project framework. You will also oversee the utility management team, promoting effective communication and collaboration to deliver high-quality utility services on time and within budget.

**Key Responsibilities**:

- Develop and implement utility plans and strategies that align with project goals and objectives.
- Manage utility service providers and contractors to ensure compliance with project standards and local regulations.
- Coordinate with engineering and construction teams to ensure timely provision and installation of utilities.
- Supervise the utility management team, focusing on performance management, development, and mentoring.
- Conduct stakeholder engagement to address utility-related issues and ensure alignment with community needs.
- Monitor project progress and financial budget associated with utility services.
- Ensure compliance with health, safety, and environmental standards in all utility operations.
- Lead risk assessment and mitigation strategies related to utility services.
- Develop and maintain documentation for utility activities, including reports and records of service connections.
- Identify opportunities for process improvements and implement effective solutions to enhance utility management.

**Requirements**:

- Bachelor's degree in Engineering, Environmental Science, or a related field.
- 10-15 years of experience in utility management within the construction or infrastructure industry.
- Strong understanding of utility operations, standards, and regulations.
- Demonstrated experience in project management, including planning, budgeting, and resource allocation.
- Exceptional leadership and team management skills.
- Excellent analytical and problem-solving capabilities.
- Proficiency in utility management software and tools.
- Outstanding communication and interpersonal skills, with the ability to engage with diverse stakeholders.
- Knowledge of local regulations and standards related to utilities is highly preferred.
