**The key responsibilities of the GPM will be**:

- Review of FEED results in preparation and issue bid package documents to selected (three to four) EPC contractors
- Evaluation and selection of bid proposals and presentation to the Board of Managers supporting selection recommendation
- Translation of technical, operational and any lender’s requirements into and negotiation of EPC agreements
- Interface with various government and regulatory organizations in Jubail/Saudi Arabia to ensure all regulatory and permitting requirements are met in a timely manner to ensure timely start-up of the project.
- With support from the project management company and project managers, develop structure and budget of operations and maintenance organization, staffing & mobilization plan
- Presentation to project Board of Manager (Steering Committee) as required to ensure Steering Committee is full informed and up to date of critical project issues.
- Effective interface management: Responsible for coordination between Project Management Company (PMC), Owner’s Project Management Team (e.g. finance, human resources, EHS&S), EPC contractor(s), and local area stakeholders.
- Preparation and execution of required licensor and lenders tests (Licensor Technical Performance and Lender’s Reliability test) at end of construction period.
- Bachelor’s degree or higher in related technical discipline, preferably chemical engineering. MBA a plus
- 15+ years of progressive responsibilities in project development EPC activity in industrial / petrochemical facilities.
- Operating experience in petrochemical / biotech industry considered a plus.
- Project development / EPC experience in Saudi Arabia, preferably in the Jubail Industrial City
- Strong commitment to health and safety and strict compliance to regulatory requirements
- Ability to create and effectively present project updates, identify and communicate critical issues and resolution / remediation action plans
- Competent computer skills, interpreting and understanding engineering documents (P&IDs, iso-diagrams, vendor specification sheets, etc.)
- Experience in project budgeting & cost control, preparation and timely submission of project reports required by lender’s group and timely response to lender enquiries.
- Able to be flexible, willing to work late evenings & weekends to address unforeseen project issues and implement mitigation action plans in a timely manner
- Willingness to live in Jubail, Saudi Arabia. Some domestic and international travel will be required (estimated 10 - 20% of time)

This is a Saudi position and would require someone with an understanding of working with the culture and people.
