Financial Controller

**strategic roles**:

- Participate in the formulation of the Agency's strategy
- Participate in defining the department's strategic goals and performance indicators, work to follow up on achieving them, and make recommendations to take corrective action
- Contribute to the implementation of the Finance and Accounts Agency's strategy
- Participate in setting goals and operational plans for the department

**operational roles**:

- Reviewing the processes of assigning financial controllers to government agencies and various committees, making recommendations and submitting them for review and approval by those with authority.
- Coordinating with the Policy and Governance Department to develop and implement a comprehensive training plan to develop the skills and capabilities of financial controllers from a technical and administrative point of view, in line with the transformation in financial control methods.
- Reviewing the participation processes with the Evaluation and Regulatory Compliance Department and the Policies and Studies Department to develop and update a clear guide to the progress of work in government agencies to be a reference for the financial controller in case of need and to raise recommendations for review and approval by those concerned in the agency
- Reviewing the process of preparing incentive programs for the financial controllers and the process of linking them to the annual performance evaluation of the auditor and proposing improvements thereon.
- Reviewing the processes of preparing a service level agreement for financial transactions between the financial controller and the entity to ensure the progress of operations within the agreed period and submit recommendations for review and approval by those concerned in the agency.
- Reviewing and reviewing the processes of preparing financial auditors' performance reports and submitting recommendations for review and approval by those concerned in the Agency
- Reviewing reports of financial controllers' notes on government agencies and submitting recommendations for review and approval by those concerned in the agency
- Reviewing the processes of dealing with issues that arise from the difference in views between the financial controllers and the entities in which they work, and submitting recommendations for review and approval by those concerned in the agency.
- Reviewing the processes of reviewing issues that arise from government agencies' observations on the performance of the financial controller and submitting recommendations for review and approval by those concerned in the agency.
- Support coordination with the Department of Policies and Governance of Financial Affairs and Accounts to formulate financial and accounting policies
- Verify that all supporting documents are archived electronically

Administrative and organizational roles
- Participate in determining the department's needs of competencies and talents and managing the affairs of the department's personnel
- Evaluate the level of performance of subordinate employees and make recommendations regarding HR decisions such as bonuses, appointments, promotions and transfers of subordinate employees
- Work to verify the achievement of the main objectives of the Department and improve the level of services provided in terms of quality, accuracy and effectiveness.

**Qualifications and experience required**:

- Minimum: 2-4 years in the field of control and auditing
- Comprehensive knowledge in accounting standards as per cash basis and accrual basis
- Comprehensive knowledge of financial regulations and systems
- Comprehensive knowledge in auditing standards and internal auditing knowledge and experience
- Academic Qualifications: Bachelor's degree in Accounting, Financial Management, or equivalent
- Professional Certifications: SOCPA and/or CIA Certification holders are preferred. Academic qualifications (compulsory) and professional certifications (preferential)
