**Position Overview**
Provide support to the KSA military personnel in reviewing and updating the current scope of the HR administrative services, setting performance targets for the administrative services, identifying key Service Level Agreements (SLAs), and implementing additional supporting systems for the new HR administrative services.
**Duties And Responsibilities**
HR Capability: The (Joint) J1: Military Personnel and Talent, (Joint Forces Command) JFC1 and (Force) F1: Personnel and Talent are administrative offices in the context of the following sub-paragraphs.
Provide support to the KSA military personnel in reviewing and updating the current scope of the HR administrative services, setting performance targets for the administrative services, identifying key Service Level Agreements (SLAs), and implementing additional supporting systems for the new HR administrative services.
Utilize TAAM methodologies:
- In developing a Project Execution Plan, including an internal document to drive process
- In conducting Baseline and Benchmarking Analysis and producing a Scoping Report. The analysis process will include analyzing and reviewing the TOM, evaluating the performance of the HR administrative services against KSA targeted SLAs, and conducting focus group sessions and interviews with key MOD stakeholders in order to establish appropriate objectives and metrics, with results incorporated within the Scoping Report
- In producing a Benchmark Analysis Report. The report will identify key performance metrics and the scope of administrative services necessary to establish and evolve HR global best practices and SLAs
- Revise the list of HR administrative services targeted for revision by KSA MOD HR
- Categorize the HR administrative services into basic and support elements of administrative services
- Identify and incorporate updates to the current KSA SLAs
- Implement new HR administrative services
- Other duties as assigned
**Minimum Job Requirements**
- Minimum of 20 years of Department of Defense experience, inclusive of not less than 15 years of Human Resource field experience
- Work experience shall include at the minimum: developing force structure, manning requirements, organization, procedures, processes, and budgeting. Previous human resources experience developing, conceptualizing, and establishing service-wide Human Resource strategy and policy development
- Human Resources focused degree from an accredited College or University
- Experience on the Joint Staff J1
- Experience during Train, Advise, Assist, and Mentor missions with foreign countries in overseas locations
- Demonstrated effective leadership
**Preferred Skills**
- Advanced Degree and or Senior Service School; Graduate Human Resources Primary Military Education Instruction experience
- Former Adjutant General Branch Officer (Lieutenant Colonel (LTC) or higher), or Senior Noncommissioned officer (Master Sergeant (MSG) or above) with MOS 42X series, or service equivalents
- Experience at Army Staff G1 and/or Human Resources Command including service equivalents
**Physical Demands**
- Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards
- Must be able to work in extreme weather conditions
- Required to walk in heat/humidity
- Must have the ability to lift and carry up to 10 pounds occasionally and walk short distances
- Repetitive motion and substantial movements (motions) of the wrists, hands, and/or fingers
- Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing: viewing a computer monitor; extensive reading
- Must be able to travel on long international flights and carry travel bags/luggage
