**Job Description and Qualifications**
Purpose
The Jazan Integrated Gasification & Power Company (JV) is a 3 partner, $12bn JV that is closely integrated with a 400 000 barrel per day crude refinery. The refinery will supply up to 100000 barrels per day vacuum bottoms from its crude distillation unit to 15 Shell Gasifiers in the JV. The gasifiers will feed 4 Acid gas removal (AGR) trains where after the gas will split to feed 2 Hydrogen Recovery Units that will produce hydrogen for the refinery while the rest of the syngas will go to 10 gas turbines that together with 5 heat recovery steam generator and 5 stream turbines will produce 33000 ton of steam and 4000MW of power daily. Oxygen (22000 ton per day) and nitrogen (60000 ton per day) will be manufactured in 6 ASU’s. The JV will also have the associated utilities, inclusive of desalination, water treatment, wastewater treatment, fuel gas, plant and instrument air and the main electrical substation.**Nature and Scope**
The Electrical Commissioning Engineer will have complete understanding of codes and standards regarding Testing and Commissioning requirements for cabling, earthing/grounding, generators, HV/MV/LV Electrical Distribution systems and panels, transformers, UPS systems, Automatic Transfer Switches (ATS), lighting and lighting controls, batteries and charging systems, over current protection devices, metering and relaying, power monitoring systems, energy management systems and other related electrical systems, controls and devices.
- Principal Accountabilities (Operations)
- Hands on commissioning and startup of electrical components and system such as, transformers, high/low voltage and DC systems, protection systems, frequency converters ans excitation equipment (prefer SIEMENS equipment)
- Carrying out initial or repeat tests on electrical protection and control systems, as well as system optimization and troubleshooting.
- Commissioning of electrical control systems with associated HMI.
- Responsible for Commissioning, Start-Up of Gas/steam turbines and generators auxiliary systems.
- Support the commissioning team during test and reliability run. Support PTW activities for isolation and normalization of plant equipment.
- Track and review progress through meetings.
- Prepare and maintain commissioning records of site observations, testing processes and checklists.
- Ensure compliance with regulations pertaining to Safety, Environmental and Health regulations within the scope of own responsibility.
- Participates in regularly scheduled construction & Commissioning progress meetings.
MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Bachelor’s degree of Electrical Engineering.
- Min 12 12 years of experience in Power plants, preferably Siemens combined cycle plants.
- HV. MV, LV system experience
- Well knowledge of protection relays for Gas turbines, steam turbines, transformers ,MV/LV switch gear
- Well knowledge of all HSE procedure in power plants
- Well knowledge of all LOTO procedures in power plants
- Hands-on experience on SPPA T3000 and Honeywell DCS is a plus.
- Fluent in English (oral, understanding and written). A second language such as Arabic would be helpful.
- Working experience in the GCC countries will be a benefit.
- Excellent technical and operational skills in Gas Production Operations.
- Excellent leadership and interpersonal management skills.
- Excellent Presentation Skills.
- Excellent written and verbal communication skills.
- Willingness to support and mentor senior/junior staff.
