**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Major Responsibilities**:
**SUMMARY**:
A senior quality engineer is expected to help maintain and improve the engineering department quality program in order to assure high quality services and deliverables. This shall include reviewing and giving feedback on consultant quality management systems (QMS), helping to establish key performance indicators (KPI), performing root cause analysis, problem solving techniques, identifying lesson learned, auditing engineering activity and executing ongoing QA/AC activities across the department.

**ESSENTIAL JOB DUTIES**:

- Performing Royal Commission audits of technical service consultants.
- Participating in project kickoff meetings
- Performing internal audits of engineering work
- Maintenance and ongoing improvement of a lessons learned program
- Report quality KPIs
- Preparing regular periodic quality reports on the effectiveness of the quality program/plan implementation
- Defining and implementing quality system tools and procedures to support work processes
- Writing engineering procedures and work instructions
- Leading quality initiatives and activities on the project to ensure management goals and objectives are met
- Developing and administering engineering department training programs
- Maintaining engineering department software database
- Maintaining engineering department manuals, specifications and standard drawings.
- Quality control reviews of key department deliverables (i.e. engineering input to technical services and construction contracts, addendums, consultant scopes of work, design change notices, field change documents etc.)
- Coordinating with other Royal Commission entities.

**Skills and Qualifications**:
**Essential Technical**:

- BS degree in Engineering.
- 12+ years’ experience in overseeing design, development, and implementation with leadership experience in infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects or services.
- Minimum of 5 years of experience as a quality systems engineer.
- Demonstrated experience with design controls, design verification and validation activities
- Successful completion of an ISO 9001 Auditor course required
- Experience in helping an organization in achieving ISO 9001 certification
- Ability to write clear and concise procedures/ work instructions
- Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement

**Preferred Technical**:

- MSc in Quality Systems Engineering.
- Member of American Society of Quality (ASQ) or equivalent international accreditation.
- Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM)
- Certified KPI Professional
- Licensed/Registered as a Professional/Chartered Engineer.
- Experience in reviewing design packages, reviewing and approving shop drawings and technical submittals and responding to technical queries.
