The Head of Project Control is responsible for establishing, leading, and managing the project control function across all projects. This includes planning, scheduling, cost control, progress measurement, risk management, and reporting to ensure projects are delivered on time, within budget, and in compliance with contractual and governance requirements.

Key Responsibilities1. Project Planning & Scheduling

  • Develop and approve integrated project schedules (baseline, recovery, and revised plans).
  • Ensure alignment between engineering, procurement, construction, and commissioning schedules.

  • Review and validate contractors' and subcontractors' schedules.

  • Cost Control & Budget Management

  • Establish project budgets, cost codes, and cost control systems.

  • Monitor actual costs vs. budget and forecast final project costs (EAC).

  • Identify cost overruns, trends, and corrective actions.

  • Progress Measurement & Reporting

  • Define progress measurement methodologies (physical & financial).

  • Oversee weekly and monthly project control reports for management and clients.

  • Prepare dashboards covering schedule, cost, cash flow, and risks.

  • Risk & Change Management

  • Lead risk identification, quantitative risk analysis, and mitigation planning.

  • Manage change control processes (variations, claims, EOT impacts).

  • Support contractual and claims teams with time and cost analysis.

  • Governance & Systems

  • Establish project control policies, procedures, and standards.

  • Implement and manage project control tools (Primavera P6, Power BI, ERP, etc.).

  • Ensure compliance with company governance and client requirements.

  • Leadership & Team Management

  • Build, lead, and mentor the project control team (planners, cost engineers).

  • Assign resources across projects based on priority and complexity.

  • Conduct performance reviews and training plans.

  • Stakeholder Coordination

  • Act as the main interface with senior management on project performance.

  • Support project managers with data-driven decision-making.
  • Coordinate with finance, procurement, contracts, and site teams.

Qualifications & Experience

  • Bachelor's degree in Engineering, Construction Management, or related field.
  • 12–15+ years of experience in project controls within construction/EPC projects.
  • Strong expertise in Primavera P6, cost control systems, and reporting tools.
  • Solid understanding of contracts (FIDIC preferred).
  • Professional certifications (PMP, PSP, CCP) are an advantage.
