1. Bid Preparation & Coordination
Review tender invitations, specifications, and technical requirements from clients (utilities, distributors, EPC contractors).
Prepare complete bid packages including technical proposals, compliance matrices, datasheets, drawings, certifications, and supporting documents.
Coordinate with internal teams (Engineering, R&D, Production, Quality, After-Sales, Finance, Legal) to collect all required information.
Ensure timely submission of bids as per client deadlines.
2. Technical Document Development
Draft and format technical sections of proposals, including product descriptions, system architectures, performance data, and QA procedures.
Prepare documentation for metering systems such as AMI, smart meters, and communication modules (NB-IoT, RF, 2G/4G, Fiber Optic).
Ensure compliance with standards such as IEC, DLMS/COSEM, OIML, SASO, SEC, and other local regulations.
Maintain and update the technical library of datasheets, certificates, and test reports.
3. Compliance & Quality Assurance
Develop and maintain bid compliance checklists for each tender.
Verify technical responses against client specifications and prepare deviation lists when required.
Coordinate with Quality teams to include ISO certificates, FAT procedures, and test reports.
4. Documentation & Presentation
Format and structure proposals using consistent templates and professional layouts.
Prepare bilingual (English/Arabic) documents when required.
Support in preparing technical clarifications, addendums, and presentation materials for client meetings.
5. Communication & Liaison
Communicate with clients and partners to clarify technical requirements.
Support the Commercial and R&D teams during pre-bid and post-bid discussions.
Maintain accurate records of all submitted bids, revisions, and related documentation.
Required Experience:
3 7 years of experience in bid or tender preparation, preferably in the smart metering industry (electricity, water, or gas).
Strong understanding of AMI/AMR systems, meter communication technologies, and utility technical specifications.
Experience preparing bid documents for Saudi Electricity Company (SEC), National Water Company (NWC), or other GCC utilities is highly preferred.
Education:
Bachelor s degree in Electrical, Mechanical, or Industrial Engineering
Technical Skills:
Excellent command of Microsoft Office (Word, Excel, PowerPoint).
Familiarity with Adobe Acrobat, AutoCAD, and document control systems.
Strong technical writing and documentation abilities.
High attention to detail and accuracy.
Ability to interpret tender specifications and convert them into structured, compliant documents.
