Role summary:

We're looking for a Senior Tender Engineer (7–10 years) with strong tendering experience inside Saudi Arabia and comprehensive technical knowledge across multiple engineering disciplines. The candidate must be SCE (Saudi Council of Engineers) certified, experienced preparing bid documents, commercial/technical clarifications, scope reviews, BOQs, and coordinating multi-discipline teams.

Key responsibilities

  1. Lead preparation of technical tender packages and bid responses (pre-qualification, ITT, RFP) across disciplines.
  2. Analyze tender documents, identify commercial & technical risks, prepare assumptions and exclusions.
  3. Coordinate inputs from discipline leads (civil, structural, MEP, process, instrumentation, fire, HVAC).
  4. Prepare and review BOQs, quantities, take-offs and technical clarifications.
  5. Issue technical queries (TQs), manage client clarifications and attend pre-bid meetings.
  6. Prepare technical proposals, deliverable schedules, resource & cost inputs for estimating teams.
  7. Ensure compliance with Saudi regulations and client requirements (RC, Aramco, SABIC where applicable).
  8. Mentor junior tender engineers and maintain tender library / templates.
  9. Must-have qualifications
  10. 7–10 years experience in tendering inside Saudi Arabia for consultancy/EPC projects.
  11. SCE (Saudi Council of Engineers) certification (active).
  12. Hands-on experience across multiple engineering disciplines (ability to assess civil/structural, MEP, mechanical, process, instrumentation items).
  13. Strong technical writing, BOQ/takeoff and document-control skills.
  14. Experience with tender management systems and MS Office (Excel, Word, MS Project).
  15. Excellent communication in English; Arabic advantageous.
  16. Proven track record preparing winning bids for medium-to-large projects.
  17. Nice-to-have
  18. Experience with Aramco/RC/Saudi government tendering processes.
  19. Familiarity with Primavera or other scheduling tools.
  20. Commercial awareness (RFI, risk register, assumptions matrix).
