Project Overview:Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary:Ensure risk, business continuity and emergency plans and capabilities are developed, maintained, tested and fit for purpose to support the principles of crisis prepared, emergency response and recovery requirements.
This is a seconded position to the Royal Commission (RC). The candidate will be supervised on a day-to-day basis with the daily tasks being assigned by RC. The role will be dependent on RC’s requirement in future. The candidate’s timesheet and annual performance review will be performed by the assigned Bechtel supervisor.
Major Responsibilities:
- Provide risk, business continuity and emergency management recommendations and advice to develop plans to address the risks to Royal Commission facilities and identify weaknesses and ways to address them.
- Work with stakeholders to advice on risk, business continuity and emergency plan requirements.
- Assist in developing and writing the department’s risk, business continuity and emergency plans, relevant training, exercise and learning opportunities
- Carry out field trips to look for any risk, business continuity and emergency management gaps in the Royal Commission's capabilities and establish the appropriate solutions and submit recommendations and observations to the head of the department.
- Maintain records and database of risk, business continuity and emergency plans including the audit, review and recommendations to ensure all plans remain valid
- Identify and make recommendations of opportunities to enhance risk, business continuity and emergency management capabilities using best practice
- Coordinate and communicate with the appropriate authorities as assigned by the head of the department.
- Provide the appropriate authorities with any required information about the facility as instructed by the head of the department.
- Work with and across all sections of the crisis and disaster management department to ensure continuity of services and workloads
- Assist in the development, design, delivery of training and exercises to test business continuity and emergency plans and capabilities including all learning lessons processes.
Education and Experience Requirements:
- Bachelor degree from an accredited institution.
- 0-2 years’ work experience in Crisis and Disaster Management Planning or related.
- Demonstrate excellent written, verbal communication skills and interpersonal skills.
- Ability to balance work requirements from multiple competing task assignments.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
- Computer literate in Microsoft Office applications including Microsoft Projects, Word, Excel, PowerPoint, Outlook.
- Knowledge of: industry/ regulatory codes and standards in risk/emergency/business continuity Management;
- Emergency services and/or health services type experience and training.
- Awareness and understanding of ISO Standards as applying to Risk, Business Continuity and Crisis and Disaster management
- Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
- Ability to work within an integrated Royal Commission/Bechtel team.
- Demonstrated ability to influence key stakeholders to make critical decisions where required.
- Ability to explain new work processes and technologies to all levels of the organization.
