Directing Alaqtar's project management function and monitoring the overall execution of projects and ensuring the achievement of the stated project objectives, ensuring projects are properly governed, advised, and implemented, in addition to reviewing all prepared projects' documents, forms, and project management plans, to ensure structured and robust project management activities, that comply with Alaqtar's related policies and standards.

As well as directing the development and implementation of plans, standards, policies, and procedures related to procurement, vendor relations, and contact management.


Requirements:

Strategic Duties:

  • Participating in the development of the company's strategies, objectives, and policies.
  • Developing the division's work plan and assigning related activities to serve the achievement of the division's objectives.
  • Establishing the division's objectives and key performance indicators (KPIs).
  • Supervising the implementation of the division's plans, monitoring workflow, and ensuring adherence to policies and procedures.
  • Ensuring that work activities are carried out according to the preset performance goals and suggesting any necessary actions to the direct supervisor.
  • Setting the estimated budgets for the division and participating in the determination of its expected expenses, in addition to following up on the department's expenditures in coordination with the Finance Division.

Technical & Executive Duties:

  • Directing the development and maintenance of all project management plans, project governance framework, PMOrelated KPIs, and procurement documents, among others in collaboration with the concerned parties, to ensure structured and robust project management activities that comply with the project management framework.
  • Directing the collection, review, and analysis of key project data on a periodic basis, reviewing generated periodic reports, and communicating it to the concerned functions as per the respective project management plans.
  • Ensuring the proper development and implementation of an effective Quality Management System (QMS) and HSSE standards, policies, and procedures, as well as overseeing all related activities and ensuring their alignment with the set guidelines.
  • Directing all audit activities to evaluate compliance with all adopted policies and procedures, as well as ensuring implementation of proper and effective enhancements to tackle any shortcomings.
  • Directing the Engineering services function to ensure that an initial conceptual plan, goals, and requirements are set for Alaqtar's projects as well as ensuring that the project engineering drawings comply with the set requirements and specifications.
  • Maintaining the relationship with the function's external service providers while ensuring their compliance with quality standards, requirements, and specifications, as well as Alaqtar's objectives.
  • Directing the coordination of efforts of the project services function as well as facilitating communication and collaboration between the engineering services function and concerned parties and stakeholders, as well as resolving any projectrelated conflict between them.
  • Overseeing the identification and evaluation process of potential external service providers to perform the services related to the construction of Alaqtar's projects, and providing feedback accordingly.
  • Participating in meetings for coordinating work between the different types of engineering disciplines such as mechanical, electrical, structural, and architectural, and providing recommendations and suggestions as needed.
  • Directing procurement activities, while ensuring acquired products and services are in alignment with business requirements, allocated budget, and quality standards in addition to overseeing the contracts and agreements management processes and activities at Alaqtar including the preparation of contracts and agreements and the negotiation of terms and conditions and closing of contracts.
  • Keeping abreast of the status of the function's works, reviewing, and examining the completed work; to ensure any change requests made on the project drawings are reflected in a timely and effective manner.
  • Ensuring the compliance of Alaqtar's ongoing projects to the set frameworks, while ensuring all quality deviations are properly corrected to meet the established standards and policies and providing recommendations and guidance accordingly.
  • Overseeing and ensuring the effective management of archiving the function's documents and files for all contracts and agreements, while ensuring the enhancement of accessibility to facilitate future reference.
  • Performing any other duty related to the job as assigned by the direct supervisor.

Admin Duties:

  • Conducting periodic meetings with subordinates to ensure that priorities are clear, and workflow is running effectively.
