Position Summary
Jubail is one of Bechtel's most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale.
Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.
Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or "owner's representative" for our client, the Royal Commission (RC).
We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities.
In June 2021, Bechtel's contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Major Responsibilities
- Support the Director in the management of a combined Bechtel and client Crisis & Disaster Management Department consisting of multidisciplined Section Managers, Risk, Emergency and Business Continuity Management Specialists, Emergency Operations Center Specialists and Administration and Support personnel.
- Provide strategic level consultation to the Royal Commission in Jubail and The Royal Commission in Ras Al Khair across the Risk, Emergency and Business Continuity Management disciplines
- Interfacing frequently with senior management personnel, both the Royal Commission in Jubail and the Royal Commission in Ras Al Khair and Saudi Arabian Bechtel Corporation (SABCO) on risk, emergency and business continuity management related matters.
- Maintaining strategic coordination of the Crisis & Disaster Management Department work program including guiding the program's implementation and monitoring its delivery.
- Continually improving the services delivered by the Crisis & Disaster Management Department through the implementation of lessons learnt, the advancement of best practice approaches, and improvements to work practices and systems (including IT systems).
- Engaging with Sectors and Departments of the Royal Commission in Jubail and the Royal Commission in Ras Al Khair to gain engagement with the Risk, Emergency and Business Continuity Management Work Program and seek to build resilience measures into the Royal Commission's projects and initiatives.
- Participating, as required, in Risk, Emergency and Business Continuity management reviews and proposals.
- Writing and endorsing policies, as appropriate for approval.
- Regularly reviewing and appraising the structure of the organization for which responsible, in terms of its ability to meet short and long term objectives, and institutes appropriate changes.
- Directing the annual SABCO performance review program within the Crisis & Disaster Management Department and conducts performance reviews, coaching, and career development discussions with Crisis & Disaster Management Department SABCO Employees.
- Championing for global business unit ES&H, the creation of a work environment, supported by leadership that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
