Position Objectives:

The Budget Control & Reporting Assistant is responsible for supporting the Project Control Manager in preparing the project budgets, monitoring project expenditures, assisting in preparing financial forecasts, and managing the daily cost control activities and responsible for all Project Control activities in the Program

Job Description & Responsibilities:


Assist in preparation of Project Budget and Capex plans, coordinate with sections to establish reasonable planned project BOQs, system and equipment costs.

Agree on monthly targets with Project Control Manager and manage against these targets.

Assist the HOD in establishing a comprehensive cost control process to manage the budget, process invoices, and monitor project expenditures against approved project budgets.

Assist in analyzing and verifying project planned costs and vendor prices.
Monitor project spending, track changes in and between element budgets, and update project budget plans accordingly.
Coordinate with the Project Management Office Team to establish Project Earned Value reports.

Provide feedback to Project Management Office (PMO) on budget and cost issues, with a particular focus on actual or potential cost overruns.

Lead the invoice and cost control team, assign job tasks, and set job priorities, and follow up that the work is executed according to the defined processes and procedures, and top the defined time schedules and quality criteria.

Assist in preparing regular and ad-hoc budget and cost control reports and ensure these are submitted on time and to the required quality.

Assist the Standards and specifications team to provide cost-related issues with the new standards and specs.
Produce ongoing analysis of budget trends, blocking issues, contractor budget allocation, and CAPEX, and provide detailed report
Establish a clear process to control Scope Assignments and Change management.
Establish processes to manage vendors' contracts, manage change orders, and follow up on contractual obligations.

Establish Risk Management processes to proactively manage project risks, identify the potential impact, and execute appropriate risk avoidance and mitigation plans.

Establish processes to manage and control the flow of documents in the project.

Establish routines to collect, validate, and analyse project data, and ensure suitable project databases are implemented to store and manage this data.

Establish routines and guidelines for preparing project reports, with a special focus on up-to-date project status, project delays, blocking issues, and corrective actions; ensure that results are timely and correctly presented and explained to the Client in the required format, quantity and quality.


Qualifications & Experience:

University Degree in Business Administration or Finance.


Total experience of 3-4 years with a minimum of 1 year relevant work experience in a budgeting and cost control position, preferably in the Telecom Services domain.

Hands-on knowledge or experience with preparing Reports and Management Dashboards using Power BI.
Hands-on experience in project budgeting, cost management, and project reporting on Microsoft Office Tools.

Formal training in project management and project control techniques and methodologies (PMI, PRINCE or similar) will be considered an advantage.
