SICIM is a Construction Company established in 1962 and offering all types of services related to the installation of pipelines and relevant ancillary facilities for the transmission and distribution of oil, gas and water on an international basis.


Position:

Sicim is looking for a SUBCONTRACTS LEAD who can perform the following duties and activities:

  • Ensure effective implementation and adherence of both phases (pre-award and post-award) of the Subcontract Management Procedure.
  • Lead the Subcontracts Team in the management and coordination of the various tenders and in the execution and administration of subcontracts.
  • Liaise with the Project Manager to produce the detailed Project Subcontracts Plan (PSP) and maintain the PSP updated throughout the project execution to ensure the set key dates and milestones are achieved.
  • Ensure that the Pre-Qualification of the prospective bidders and subcontractors is undertaken in compliance with the company's procedure.
  • Review and discuss Scope of Works packages and project's requisitions and provide the necessary support to the technical and project team.
  • Preparation of Invitation To Tender (ITT) packages in conjunction with the Subcontracts Officers.
  • Ensure the effective execution of the various tenders, from the identification of suitable prospective bidders up to the suggestion for award stage to the Top Management and issuance of subcontracts.
  • Internal coordination with the various department involved to ensure an effective and correct comparison and alignment of the bids (commercial, contractual and technical) is undertaken.
  • Evaluation of tenders negotiation with bidders and collection of the required internal approvals, as required in accordance to the company's procedure.
  • Preparation of standard terms and conditions of subcontracts and related integration with main contract requirements where and if necessary.
  • Effective handover to Project Team of all executed subcontracts.
  • Maintain the Project Subcontracts Log (PSP) regularly updated and distribute internally.
  • Support the projects in ensuring contractual compliance and a consistent contractual strategy.
  • Ensure all other subcontract requirements such as performance guarantees, insurances, warranties are properly secured.
  • Ensure proper subcontracts followup on contractual matters by making sure all contractual obligations are duly and timely fulfilled.
  • Monitor subcontractors' performances and the related works and services costs.
  • Ensure that extra works, back charges, liquidated damages are processed correctly and effectively.
  • Assessment, negotiation and agreement of subcontractors' variations and claims.
  • Review and validate the subcontractors' progress payment.
  • Prepare and issue related Addenda to the subcontracts if and when necessary.
  • Participate actively in change management and risk management.
  • Ensure correct close out of each subcontract, including the final payment, completion certificate, and preparation of termination agreement and settlement agreement, as and if required.
  • Deliver reports required by Project and the various Functions on time.
  • Collect and analyse the Performance Assessment Reports in accordance to company's procedure and archive accordingly.
  • Maintain, monitor and update the required KPIs.

Requirements:

  • Education: Bachelor's Degree or Master Degree in Law, or Engineering, or Business, or equivalent
  • Relevant work experience: 8/10 years experience in a similar role in multinational and EPC business context.
  • Proficient in English both speaking and writing.
  • Sound understanding of the principles of contracts law.
  • Knowledge of contract management legal terminology, concepts and contracting process.
  • Commercial acumen and awareness.
  • Strong negotiation skills.
  • Excellent communication, leadership and management skills, must possess a high level of organizational ability.
  • Troubleshooting and problem solving.
  • Ability to work in a changing, fastpaced environment, managing high volume of work within tight timelines.
  • Ability to be proactive and assertive, take initiative.
  • Attention to details, selfmotivation with strong bias towards timely performance.
