Position Objectives:


The Budget Control Specialist is responsible for setting up and managing the project budgets, monitoring project expenditures, preparing financial forecasts, and managing the daily cost control activities.


Job Description & Responsibilities:

  • Manage the preparation of Project Budget and Capex plans, coordinate with Finance, Operational Planning and Network scope.
  • Develop monthly spending targets (monthly, quarterly, yearly) with relevant stakeholders within, and outside, Network.
  • Establish a comprehensive cost control process to manage the budget, process invoices, and monitor project expenditures against approved project budgets.
  • Assist in analyzing and verifying project planned costs and vendor prices.
  • Monitor project spending, track changes in and between element budgets, and update project budget plans accordingly.
  • Provide feedback to Project Management on budget and cost issues, with a particular focus on actual or potential cost overruns.
  • Lead the invoice and cost control team, assign job tasks and set job priorities, and follow up that the work is executed according to the defined processes and procedures, and top the defined time schedules and quality criteria.
  • Prepare regular and adhoc budget control reports, and ensure these are submitted on time and to the required quality.

Qualifications & Experience:

  • Bachelor's degree in Finance or Accounting.
  • Minimum of 8 years relevant work experience with at least 34 years in a budgeting and/or cost control position within Telecom Organization.
  • Excellent knowledge and professional experience in Project Budgeting, Cost Control Management, and Project Reporting on Power BI.
  • Formal certification / training in Project Management and Project Control techniques and methodologies (PMI, P3O or similar) will be highly preferred.
  • Experience of working in largescale telecommunication projects, and knowledge of Wireless Telecom Rollout/ Implementation is an advantage.
  • Good presentation and reporting skills backed by a proficiency in "Advanced Microsoft Excel, PowerPoint, and Word", with proficiency in using MS Power BI for project Reporting & Status Dashboards.
