CLIENT AND ROLE:

Our client is a well-respected and leading conglomerate in the Construction and Business sector, with 50+ different companies under its umbrella. Due to strategic growth, they are now seeking a visionary Chief Operating Officer to oversee the operational health and the strategic operational management of their Construction arm of the business (size: around 11,000 employees). This role will report directly to the CEO and be based in either Riyadh or Jeddah (candidates' choice).

The successful candidate must have the below skillset / experience to be considered:

  • BSc degree in Civil or Architecture (MBA or relevant professional certification (e.g. PMP) is highly desirable)
  • 15-20 years of experience minimum
  • 7-8 years of KSA experience is essential
  • Proven experience as COO or in a senior operational leadership role within the construction or related industries
  • Well-documented portfolio of handling multi-million-dollar projects in this region

KEY RESPONSIBILITIES:

  • Strategic Planning and Execution: Develop and implement operational strategies aligned with the overall Group objectives and contribute to the long-term success of The Company (TC). Lead the operational planning and forecasting processes for TC, ensuring alignment with organizational goals.
  • Operational Reporting and Analysis: Oversee the preparation of operational reports, analyses, and performance metrics for TC, providing insights to the executive team and board of directors. Monitor and analyze operational performance within the construction arm, identifying trends and areas for improvement.
  • Risk Management: Assess and manage operational risks specific to TC, implementing strategies to safeguard the operational health of the construction group. Stay informed about economic trends, regulatory changes, and industry developments affecting TC.
  • Compliance and Governance: Ensure compliance with relevant operational regulations and standards for TC. Collaborate with legal and regulatory teams to address operational compliance matters within the construction arm.
  • Resource Allocation and Efficiency Management: Optimize the allocation of resources within TC, considering the diverse operations of the construction arm. Manage operational efficiency and effectiveness.
  • Collaboration and Leadership: Collaborate with other senior executives within The Group to contribute operational expertise to strategic decision-making, with a focus on TC's construction-related initiatives. Lead and mentor the operations team at TC, fostering a culture of excellence and continuous improvement within the construction group.
  • Oversee day-to-day operations of the construction company, ensuring smooth functioning across all departments and projects.
  • Develop and implement operational policies, procedures, and strategies to enhance efficiency, productivity, and safety.
  • Collaborate with the executive team to establish short-term and long-term goals, objectives, and budgets.
  • Direct and coordinate project management activities, including scheduling, budgeting, resource allocation, and quality control.
  • Monitor project progress, identify potential risks or delays, and implement proactive measures to mitigate them.
  • Manage relationships with subcontractors, suppliers, and vendors to ensure timely delivery of materials and services.
  • Manage cost control.
  • Monitor and understand procurement.
  • Lead efforts to improve construction processes, technology adoption, and innovation to optimize performance and competitiveness.
  • Ensure compliance with regulatory requirements, safety standards, and environmental regulations.
  • Analyze financial data, track performance metrics, and prepare reports for senior management and stakeholders.
  • Foster a culture of teamwork, collaboration, and continuous improvement within the organization.
  • Represent the company in meetings with clients, government agencies, industry associations, and other stakeholders.
  • Provide leadership, guidance, and mentorship to department heads and staff members.

QUALIFICATIONS AND EXPERIENCE:

  • 15-20 years of experience
  • BSc degree in Civil or Architecture
  • MBA or relevant professional certification (e.g., PMP) is highly desirable
  • 7-8 years Middle East experience is essential
  • In-depth experience with operational management software and tools
  • Experience with operational solutions for construction
  • Proven experience of working with a wide range of profile of projects
  • Proven experience as a COO or in a senior operational leadership role within the construction or related industries
  • In-depth knowledge of operational management, efficiency optimization, and analysis. Strong strategic thinking and problem-solving skills
  • Excellent leadership and communication abilities
