Sr. Finance Director (Construction)- Semi Government Entity

Job Description

  • Oversee the development and maintenance of financial reporting systems specifically tailored to design and construction, ensuring robust cost control, budget alignment, and operational efficiency during the development phase of the project. While supporting feasibility analysis, this role does not own or manage the feasibility function.
  • This hands-on role requires expertise in financial analysis, reporting, and the creation of practical tools to enable efficiencies, solve challenges, and thrive in a dynamic, fast-paced project environment.

Project Control

  • Collaborate with Design & Construction teams to ensure financial reporting supports project execution and enhances decision-making efficiency.
  • Develop and refine financial tools, dashboards, and reporting mechanisms tailored to the complexities of large-scale design and construction projects.
  • Manage project control reporting systems to meet specific project requirements, ensuring real-time insights into costs, commitments, and variances.
  • Oversee the allocation and reconciliation of CAPEX budgets (lifecycle and annual) with Corporate Finance and Investments, ensuring alignment with project objectives.
  • Ensure CAPEX allocation issues are resolved promptly, focusing on accuracy and relevance to design and construction phases.
  • Review and approve CAPEX contracts for correctness of values, terms, and conditions, working closely with legal counsel where necessary.
  • Maintain strict compliance with Delegation of Authority (DoA) requirements for all CAPEX transactions, including approvals, budget uploads, and transfers.
  • Develop and circulate CAPEX monthly management reports and dashboards, ensuring stakeholders are informed of progress, variances, and forecasts.

Financial Integration with Feasibility

  • Support feasibility teams by providing accurate and detailed cost and cash flow data derived from design and construction activities.
  • Work closely with FP&A and Investments to ensure financial models and feasibility analyses reflect project realities and constraints.
  • Formulate and validate key financial assumptions related to design and construction, ensuring their integration into feasibility assessments.
  • Produce and analyze cash flow forecasts and ad hoc financial reports to assist in project investment and development decision-making.
  • Track and monitor project cost performance against approved feasibility versions, ensuring updates are communicated promptly.
  • Lead the annual budgeting process for design and construction costs, ensuring alignment with broader company forecasts and financial objectives.

Audit & Compliance

  • Oversee the audit process for all development financials, ensuring compliance with internal controls, policies, and external regulatory requirements.
  • Conduct periodic reviews to verify the accuracy and completeness of all financial records related to design and construction.
  • Serve as the point of contact for internal and external audit teams, ensuring timely responses to queries and implementation of audit recommendations.

Main Tasks

  • Act as the primary financial interface for Design & Construction teams, enabling efficiencies by ensuring robust processes, tools, and systems are in place to track performance, manage budgets, and support decision-making.
  • Develop the department's strategy, goals, initiatives, and plans, aligning them with the dynamic needs of large-scale design and construction activities in a fast-paced environment.
  • Lead the operations of the department and its sub-functions, driving alignment and collaboration with Design & Construction teams and other key stakeholders.
  • Develop and manage the department's annual budget, including financial and staffing requirements, and ensure effective monitoring and control of expenditures.
  • Oversee the short and long-term operations of the department, identifying and addressing performance gaps with proactive operational improvement initiatives.
  • Establish and maintain comprehensive guidelines, policies, and processes tailored to Design & Construction Finance, ensuring their consistent implementation.
  • Lead, develop, and motivate the department's employees, fostering a culture of collaboration, agility, and high performance that aligns with the company's values and objectives.
  • Ensure the department operates as a hands-on, solutions-driven function that adapts to evolving challenges and system constraints.

Job Requirements

  • Bachelor's degree in Finance, Accounting or equivalent
  • 15+ years of experience with a significant focus on design and construction finance for mega-projects
  • At least 5 years of managerial experience
  • Oracle Unifier/Fusion ERP or similar
  • ACA, ACCA, CPA or CA certified is a plus
  • Exceptional numerical, analytical, and problem-solving skills
  • Able to work under pressure and to tight deadlines
  • Strong interpersonal and communication skills
  • Strong leadership and management abilities
  • Strong business acumen
