Hauptaufgaben

  • Develop, execute, and manage a wide range of administrative and analytical duties in the formulation, presentation, execution of the budget management programs for USMTM.
  • Implement policies, procedures, and other guidance directed by the Chief, Programs and Budget Office.
  • Review, analyze, and interpret various financial documents and reports, recommend solutions to difficult and complex problems.
  • Review budget transactions, correcting and resolving discrepancies.
  • Perform analysis of budgetary programs to ensure commitments and obligations are properly recorded.
  • Monitor programs and analyze budgetary program trends.
  • Draft procedural instructions and policy guidance for use by agency officials in planning and estimating funding needs for staffing, travel, rents, supplies, equipment, and the whole range of Elements of Resources (EOR) associated with operations in an overseas environment.

Qualifikationsanforderungen

In order to receive consideration for this position, candidates must meet the specialized experience or education requirement, as defined in the U.S. Office of Personnel Management (OPM) Qualification Standards. Additionally, the quality of the experience must clearly demonstrate the knowledge, skills, abilities, and competencies necessary to successfully perform the duties of the position.

  • Applicants will be evaluated to ensure experience; training and education meet the qualification requirements defined in the Multi-National Recruitment System (MNRS) vacancy announcement.
  • Quality of experience relates to how closely or to what extent an applicant's background and recent experience, education, and training are relevant to the duties and responsibilities of the position. Applicants must have the knowledge, skills, abilities and competencies to successfully perform the work of the position at the appropriate level.
  • Time in Grade Requirement: Applicants who have held a DOD Third State Worker T1 position within the last 52 weeks must meet the Time in Grade Restriction. Proof will be required before you can be referred to Management.
  • Time in Grade Restriction: Must have 52 weeks of Federal service at the next lower grade (or equivalent).
  • For a T1-09 position, you must have served 52 weeks at the T1-07.
  • For a T1-11 position, you must have served 52 weeks at the T1-09.

EXPERIENCE:

The experience described in your resume will be evaluated and screened for the basic qualification requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement.

To qualify for T1-09, the applicant must possess one full year of specialized experience equivalent to at least the T1-07 (or equivalent) level.

Specialized experience for this position is defined as:

  • Recording, reporting, processing and tracking budgetary transactions that facilitate the budget process and directly support budget analysis and administrative work; AND
  • Receiving and reviewing source documents, for assigned accounts, verifying that all required budgetary and accounting information is accurate and complies with existing budgetary policies and procedures; AND
  • Ensuring expenditures are authorized and those funds are available by utilizing various available automated systems.

To qualify for T1-11, the applicant must possess one full year of specialized experience equivalent to at least the T1-09 (or equivalent) level.

Specialized experience for this position is defined as:

  • Performing budget administration functions in the formulation, execution, and review of the annual budget; AND
  • Consolidating budget estimates covering projected annual operating expenses into proper format for the annual budget estimate submission; AND
  • Providing information and guidance to managers on procedures, forms, and documentation required to support budget estimates and requests; AND
  • Reviewing, analyzing, and interpreting various financial transactions, documents and reports, recommending solutions to routine problems.

The related work experience must have been equivalent in difficulty and complexity to the next lower grade level.
