Job Title: Project Control Manager

Company Introduction:

We are a leading EPC contracting company in Saudi Arabia, specializing in high-voltage substations, overhead transmission lines (OHTL), power plants, water treatment facilities, pipelines, and other major infrastructure projects. To support the successful delivery of our projects, we are seeking an experienced Project Control Manager to lead planning, cost control, risk analysis, and project reporting functions.

Position Overview:

The Project Control Manager will be responsible for overseeing the planning, scheduling, cost control, budget tracking, forecasting, risk management, and reporting of EPC projects. The role is key to ensuring projects are completed on time, within budget, and aligned with contractual requirements. This position requires strong technical skills, attention to detail, and the ability to manage multiple complex projects simultaneously.

Key Responsibilities:

Project Planning & Scheduling:

  • Develop, monitor, and update project schedules using Primavera P6 or MS Project.
  • Establish baseline schedules and ensure integration with project execution plans.
  • Monitor critical path activities and project milestones, adjusting plans as needed.

Cost Control & Budget Management:

  • Prepare and manage project budgets, cost forecasts, and variance reports.
  • Track actual vs. planned expenditures, analyzing and reporting on deviations.
  • Implement and manage earned value management (EVM) systems to measure project performance.
  • Identify potential project risks, delays, or cost overruns and recommend mitigation strategies.
  • Work with project teams to develop and maintain risk registers and contingency plans.
  • Support in conducting quantitative and qualitative risk analysis for decision-making.

Progress Monitoring & Performance Reporting:

  • Ensure accurate and timely reporting of project status, KPIs, and progress metrics.
  • Generate weekly/monthly dashboards and progress reports for internal teams and clients.
  • Present key updates in management meetings and project review sessions.

Resource Planning & Integration:

  • Coordinate with engineering, procurement, and construction teams to integrate resource plans with schedules.
  • Monitor manpower utilization, equipment deployment, and productivity rates.
  • Align schedules with procurement and material delivery timelines.

Change Management & Claims Support:

  • Track and manage scope changes, claims, and variation orders.
  • Support the preparation of extension of time (EOT) claims, delay analysis, and justification documents.
  • Maintain a comprehensive change log and impact assessment reports.
  • Lead and supervise project control engineers, planners, and cost controllers across multiple projects.
  • Conduct performance evaluations, mentoring, and training for the project control team.
  • Ensure adherence to corporate standards, procedures, and project control guidelines.

Qualifications:

Education:

  • Bachelor's degree in Engineering (Civil, Mechanical, Electrical, or Industrial), Project Management, or a related field.
  • A Master's degree in Project Management or Business Administration is a plus.

Experience:

  • Minimum 10+ years of experience in project controls, including at least 5 years in a managerial or lead role.
  • Proven track record in EPC projects, preferably in substations, OHTL, or industrial construction.

Key Skills:

  • Proficiency in Primavera P6, MS Project, ERP systems, and cost control software.
  • Strong understanding of EVM (Earned Value Management), CPM (Critical Path Method), and cost control principles.
  • Excellent analytical, leadership, and communication skills.
  • Ability to handle multiple large-scale projects with high attention to detail.

Preferred Certifications:

  • PMP (Project Management Professional), CCP (Certified Cost Professional), or PMI-SP (Scheduling Professional).
  • Experience with SEC (Saudi Electricity Company) projects is an advantage.
