**Overview of Role**:
RLB are currently recruiting a Technical Manager (Pre-Contract Bills of Quantities) and Team Leader to join our team in the Kingdom of Saudi Arabia (KSA). You will be responsible for leading projects and be accountable for the effective delivery of cost and commercial management services. With a focus on the production of pre-contract bills of quantities and pricing services.

This is an exciting opportunity for a technical expert to join and strengthen our commercial pre-contract team. This is based in our office in Riyadh, reporting to an Associate/Director with direct responsibility of leading teams.

**Key responsibilities**:

- Responsible for remeasurement based on drawings, specifications, and BIM models.
- Prepare and agree the structure of tender documents.
- Coordinate with others to ensure tender documents are clear, complete, and sufficient for procurement purposes.
- Review and advise on the adequacy and quality of tender information.
- Preparation of Bills of Quantities based on POMI, CESMM3 and NRM2.
- Preparation of Tender Documentation and early works packages.
- Preparation of Pre-Tender Estimates.
- Preparation of Schedules of Rates.
- Managing a competitive tender process including managing tender queries.
- Managing and contributing to structured and documented tender evaluations.
- Preparation of contract documents.
- Providing advice on procurement strategies.
- Managing a database of unit rates and cost data collection.
- QA/QC of all work products of the team and sign off on quality.
- A track record of working with and managing teams and projects by prioritising workloads and delivering deadlines.

**Person Specification**:

- Degree qualified in Quantity Surveying.
- A chartered member of the Royal Institution of Chartered Surveyors - MRICS.
- Excellent communication skills in both written and spoken English and a confident and clear approach to providing advice to others in meetings.
- Expected minimum of 10 years’ experience post degree qualification.
- IT proficient; able to analyse and present data to clients utilising cost management software particularly RLB’s Ross 5D.
- Excellent working knowledge of NRM1, and NRM2.
- A team player, outgoing, flexible, enthusiastic, and ambitious.
