Description

Effective July 1, 2024, the MNA Infrastructure Department (IMNDR) has become responsible for project lending and policy advisory work in the energy, transport, urban, disaster risk management and land, related climate action and private capital mobilization in the MENA Region. The IMNDR Department will cover 3 practices, each managed by a PM: an energy and extractives unit (IMNE1); a transport unit (IMNT1) and an urban, resilience and land unit (IMNU1).

The department has about 74 staff based in MENA countries and Washington DC.

The MNA Energy Unit (IMNE1) comprises more than 20 staff with a diverse portfolio of active IPF and PforR projects and wide range of knowledge and analytical of regional and country specific products. The Unit's $1.8 billion portfolio (with approx. 30% in MNC01) supports: (a) reforms to improve energy services and promote the long-term financial sustainability of the energy sector and utilities through energy subsidy reforms, debt optimization, and institutional an market reforms; (b) energy transition, renewable energy scale up, and decarbonization; and (c) expanding regional energy trade and connectivity.

**Duties and Accountabilities**

The MNA Energy Unit (IMNE1) seeks a Senior Energy Specialist based in Riyadh, Saudi Arabia, to support the energy Unit's advisory and operational energy programs. The Senior Energy Specialist main responsibilities are, in particular:

- lead and coordinate dialogue, development, implementation and client engagement for the World Bank energy Reimbursable Advisory Services (RAS) activities in the GCC countries (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates) with a focus on energy policy and regulations, energy sector reforms and strategies, energy transition and decarbonization, energy efficiency, innovative and emerging energy technologies, and regional energy integration.
- support the Unit's energy programs in other MENA countries.

The Senior Energy Specialist will report to the Practice Manager of the MNA Energy Unit (IMNE1) and will work, as an integral part of the Bank GCC energy team and the Unit team based across the MNA region, and in Washington DC. The Senior Energy Specialist will also work closely with Bank GCC country team and the Infrastructure Program Leader based in Riyadh.

Selection Criteria
- PhD or Master's degree level Master's degree in energy policy, planning, economics, engineering, or business administration with a minimum of 8 years of substantial energy experience in positions of growing complexity and responsibility.
- Proven experience in leading/co-leading energy operations and innovative energy analytics which have impacted energy policy dialogues and energy sector development.
- Demonstrated ability in playing a key role in leading dialogue with government and energy stakeholders at the highest policy levels in the area of energy and related interlinkages.
- Demonstrated strong understanding of energy economics and policies, energy transition, renewable energy, technologies and energy utility and market reforms
- Experience working on World Bank or other International Financial Institutions (IFIs) energy programs.
- Proven experience working across practices and disciplinary boundaries as well as with multiple development partners to build collaborative alliances for results.
- High level of motivation, ability to work independently, taking initiative, and flexibility in quickly adjusting to changing work program requirements.
- Excellent interpersonal skills and proven ability to work closely with teams and build strong. partnerships with clients, different stakeholders and colleagues across units and departments.
- Excellent oral and written communication skills in English and ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.
