The Franchise Governance Officer is a key cross franchise role in the EM CAO organization and is responsible for supporting the CCO and cluster CAO with the business strategy, risk and controls, and implementation of transformation initiatives.

The role also supports the CCO in managing the country governance in line with IFM and Citi’s Policies. The FGO will lead/drive specific initiatives, such as ensuring safety and soundness, processes simplification, franchise risk and controls and governance management. The FGO will work closely with all local and cluster Product and Functional areas that engage with MEP cluster.

**Strategy**:

- Work closely with the CCO and CAO to implement the business strategy in the Saudi Arabia.
- Support the CCO and cluster CAO with strategic projects such as improving operational resilience, making risks and controls a strategic priority, growth initiatives such as new markets/business entry, process simplification, and talent development
- Collaborate with the Finance team in carrying out the Banking Industry competitive analysis.

**Transformation**:

- Participate and/or coordinate implementation of assigned initiatives within the transformation programs

**Franchise Governance**:

- Support the Saudi Arabia CCO in performing governance oversight for country franchise and legal entity management.
- Ensure that country governance framework complies with requirements and committees are run in accordance to applicable charters. Review evidence of compliance and escalate instances of non-compliance. Recommend changes, simplifications and optimization of the governance at the country and cluster level.
- Coordinate the country BRCC and CCC, review material and produce minutes to ensure proper governance is applied.
- Coordinate locally agreed committees and forums when appointed by MEP CAO in consultation with CCO/CEO.
- Coordinate and maintain regional inventory of charters, governance documents and reporting for the country.
- Scorecards - review of source data providing update and follow up on red and amber items.
- Support CCO and cluster CAO in IFM/Franchise Management Coordination, if required.
- Oversight the Board Interaction oversight in conjunction with Company Secretaries.

**Risk and Controls**:

- Oversight of activities related to GRC. Support to and coordinate monitoring/testing activities, MCA, Control Performance Assessment and Quarterly and Annual Risk Assessments coordination (QRAs, ARAs).
- Oversight of Saudi Arabia Issue Management, coordination of Escalations and support of remediation efforts in conjunction with 2nd Line and other partners
- Oversight of Saudi Arabia Operational Risk controls, issues, remediation efforts and controls enhancements. Includes Data Governance.
- Oversight third party management and coordinate potential observations and lessons learnt at cluster level
- Oversight and provide regular feedback to cluster CAO on Compliance Risk controls, issues, remediation efforts and controls enhancements. Risk oversight, including AML, Sanctions, Conduct
- Oversight the NPAC / PAP process, if required.
- Regional coordination, best practices implementation for country scenario plan.
- Audit Management and independent review coordination in conjunction with ICRM

**Qualifications & Experience**:

- At least 10 years of experience in the Financial Services Industry, preferably with experience in corporate governance, enterprise risk management, consulting, program management, compliance and/or legal
- Graduate/ Postgraduate degree in Business Administration, Legal and/or Finance
- Up-to-date understanding of key risk management and corporate governance concepts
- General understanding of financial
