**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Major Responsibilities**:
**JOB DIMENSIONS**:
**A. Supervision Received**
- Receives direction from the Project ESH Manager.

**B. Supervision Exercised**
- Provides operational direction to ESH Engineers on the Project.

**C. Contacts**

Works closely with the Project ESH Manager to:

- Maintains relationships with project management, construction management and other project-level functional groups to help identify and coordinate integration of project-specific plant/vehicle fleet management requirements.
- Maintains contact, as appropriate, with local and national government regulatory and resource agencies to obtain current information on new regulations, program initiatives, and technical requirements and standards.
- Co-ordinate with client contractors to ensure they are up-to-date with project plant/vehicle fleet management requirement and support their development and performance improvement.

**JOB DUTIES**:

- Embedded in ES&H function. Reports to ES&H Lead Engineer on daily basis, under Project ES&H Manager.
- Assume responsibility for setting up plant/equipment/vehicle management systems to be adopted by client contractors.
- Conduct assessments across the contractor works sites to check for compliance against published plant/equipment/vehicle management systems.
- Assist client contractors in setting up plant/equipment/vehicle management systems.
- Conduct interviews of contractors proposed vehicle/equipment maintenance managers/technicians and competent persons, to establish and assess competency levels.
- Be involved in incident accident/investigations, and provide detailed comprehensive reports on same.
- Review and comment of relevant method statements and technical submittals.
- Assist contractors in setting up preventative maintenance programs.
- Provide training to Bechtel, client and contractors staff when needed. Produce training presentations.

**Skills and Qualifications**:
**Essential Technical**:

- Recognized degree /diploma in relevant field and/or minimum 10 years of experience in the Plant Maintenance & Vehicle function, with at least 7 years on site.
- Must be able to demonstrate experience for setting up plant/equipment/vehicle management systems & procedures to be adopted by client contractors.
- Must be able to demonstrate experience in basic ES&H principles and hazard assessment.

**Essential Behavioral**:

- Must be able to demonstrate excellent communication and interpersonal skills to explain new work processes and standards to all levels of the organization.
- High-level written and oral communication skills.
- High level planning and organizing skills.

**Preferred Technical**:

- BA/BS degree from a recognized college or university with minimum 10 of experience in the Plant Maintenance & Vehicle function, with at least 7 years on site.
- Crane maintenance and inspection (mobile and/or tower) preferable but not essential.
- Basic safety management awareness (IOSH Managing safely, OSHA 40 hours, NEBOSH Award etc.)
- High-level technical expertise.
- Flexibility in interacting with colleagues.
- Compiling and Delivering training.
- Procedure writing.

**Preferred **Behavioral**:

- Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
