What You'll Do: The Program Manager, SNP Ground Infrastructure is a member of the Delivery and Operations team implementing and operating OneWeb's Global Ground Network. The manager will oversee the rollout of our 3 SNPs in the region as part of our recently announced joint venture agreement with the city of NEOM, Kingdom of Saudi Arabia in the brand-new Space Park complex and will help enable rapid and reliable connectivity to business and rural communities in the region. The Program Manager will live in Saudi Arabia to work closely with NEOM Team to plan, build, install, and operate the SNP as one of the vital SNPs in the region. The Program Manager will report to the Service Delivery Manager and will collaborate among a diverse group of Design and Implementation team members to ensure schedule milestones are met and artifacts are generated for the SNP site implementation activities of the team.
- Oversight of site infrastructure buildout, ground network, antenna equipment installation and on-going gateway operations and maintenance implemented at the Saudi Arabia facility
- Work closely with Contracts and Legal teams on preparation and execution of contract documents
- Perform Program Management activities and responsibilities to perform resource scheduling and to identify and manage dependencies
- Establish and maintain a reporting mechanism for SNP site implementation plans
- Interface with the OneWeb Ground Network Operations Center (GNOC) team, OneWeb Systems Engineering group, and the Legal/Regulatory & Contracts group as it pertains to the performance of the SNP Vendors to their contractual obligations
- Interface with individual Project Managers and the SNP site design team to determine needs and ability to adapt strategy to meet the schedule milestones
- Focus on ensuring the installed SNP is operating and performing as intended per the OneWeb design requirements and Service Level Agreements (SLA)
- Support Material Management and Material Procurement activities as needed including placement/approval of purchase orders and management of vendor fulfillment
- Support site deployment including site surveys, site design, regulatory support, frequency interference surveys, satellite coverage analysis, and Site Acceptance Testing process
- Manage documentation of vendor generated and internally generated product, designs, interface control documents, and user manuals
- Develop and manage maintenance and sparing programs
- Support training package development and reviews including providing certification training of the contracted vendors and their subcontractors on the OneWeb systems
- Coordination with Logistics, Finance, Regulatory, and SNP vendors for the shipping of the equipment to the site, import Customs formalities, and required site license(s)

What It Takes:

- 8+ years of experience working in a project leadership role on technical and/or logistics projects
- Bachelor of Science in engineering or similar degree
- Experience with project management tools including Microsoft Project, Excel, Teams, and other tools and disciplines to successfully deliver projects in a matrix management environment
- Ability to understand, create, maintain, and status detailed project schedules
- Knowledge and experience in budget estimating and reporting
- Ability to facilitate team efforts to ensure program objectives are achieved. Drive collaboration and teamwork to execute the plan and monitor progress against the plan
- Excellent inter-personal and communication skills with ability to build relationships with technical, business, and senior management stakeholders
- Demonstrated success managing vendor/subcontractor(s) teams
- Demonstrated organizational skills with passionate attention to detail
- A high energy level with a dynamic, positive and 'can do' style
- Ability to work under pressure against short timescales
