- Manage and coordinate Transportation and Logistical network for The Directorate of Aviation Training (DAT). Performs Logistical support functions at the Directorate Level. Handles domestic and international transportation requirements in support of the Aviation Mission. Manages the import/export process and ensures compliance with United States and Foreign Government Laws and Regulations. Manages, Aircraft on Ground (AOG) process for aircraft. Position is located in the Kingdom of Saudi Arabia.**Major Duties and Responsibilities**
- A. Duties/Responsibilities:
1. Oversee the completion of paperwork and transactions associated with international goods movement in a timely manner.2. Analyze and Develop transportation plans that effect budgets, Aircraft availability, and inventory as it relates to non-mission capable - due to supply (NMC-S) and Operational Readiness (OR) rates; create and review procedures to maximize customer satisfaction and minimize cost.3. Work closely with Vinnell Arabia Transportation Branch (VATB) in Elkridge, MD or MNG Freight Forwarding process to manage the transportation process, coordinate repair and return, and perform necessary functions.4. Direct CONUS-Based Freight Forwarder to accelerate paperwork through the “legalization” process with the Saudi Embassy.5. Coordinate with MNG personnel to expedite goods through the Saudi customs process.6. Communicate with Ministry of National Guard (MNG) and Vinnell Arabia Leadership Teams.7. Manage Vinnell Arabia’s preferred carriers by ensuring vendor performance and services are competitive; assist with development of freight bids and review subsequent proposals.8. Maintain appropriate filing system to be able to retrieve import/export documentation in a timely manner; use Management Information System to ensure full compliance with US and Saudi regulations.9. Work with OEM, VATB, and freight forwarder personnel to arrange, expedite and negotiate any special or critical shipments, both domestic and international, (inbound and outbound).10. Research and initiate claims process on damaged or missing shipments.11. Material management to include repair of repairable items, spares, bench stock, and consumables; working knowledge of lead times and impact to cost, schedule, and planned/unplanned workloads.12. Transportation Management to include packaging, freight forwarding, in-country goods movement, customs brokering, and export/import.13. Personnel staffing and management of Logistics Transportation Support team.14. Quality Control and oversight of direct report job performance.15. Perform other duties and task assigned.B. Independence: Performs within the broad guidelines of duties and responsibilities with significant choice of methods.C. Supervisory Responsibilities: Supervises, develop, and lead assigned employees to Vinnell Arabia policy, procedures and goals.**Minimum Qualifications**
- A. Education Level: Secondary school graduate certificate or equivalent years of relevant experience required, post-secondary education (i.e., Bachelor Degree or higher) required.B. Experience: Minimum of 15 years of broad-based experience in the fields of Transportation, Logistics, Distribution, Warehousing, and Packaging required.
