The primary responsibility of Manager, Vendor Monitoring is to manage the Vendor Quality Management program for NEOM and ensure that quality programs and procedures are implemented in accordance with NEOM requirements, international codes, standards, specifications and any contractual and legislative requirements.
- Ensure that the Vendor/ Contractor develop their process in line with the design intent of NEOM and verify their systems to ensure they are compliant with the end customer’s needs.
- Deliver all aspects of the Vendor/ Contractor Quality Assurance function on an on-going basis in line with the Quality Management System and Quality Policy to ensure that the business’ products and services are fit for purpose and meet expectations.
- Ensure that Vendor/ Contractor continue to develop and implement best practices that emphasize defect prevention, reduction in variation and waste and drive for continuous improvement to meet quality standards required to minimize quality costs and maximize customer satisfaction whilst ensuring that procedures and processes are adhered to.
- Lead a team of Vendor Quality Engineers ensuring effective engagement and coaching.
- Ensure the development and effective implementation and improvement of VQM systems.
- Manage inspection agencies for provision of local and global inspection and expediting service to NEOM direct purchase order.
- Ensure that requirements for technical uniformity, technical assurance, and standardization are properly incorporated into the quality system.
- Review and approve the development of the schedule to control, monitor and report contractor and vendor performance against quality objectives.
- Liaise with and integrate certifying authorities’ activities and Inspection agencies into the overall vendor management program.
- Schedule and carry out quality audits for vendors, following up and addressing deficiencies detected.
- Register all non-conformance reports and corrective action requests and monitor the disposition of non-conformance reports (NCR), and corrective action requests (CAR) to ensure agreed dates are met.
- Monitor the effective oversight of contractors procurement and vendor quality efforts.
- Develop and implement quality requirements for direct and contractor procured material & equipment.
- Ensure sufficient resources and support are available for implementing procurement quality requirements.
- Develop Lessons Learned Program to actively and continuously capture learnings from procurement activities and to use them to develop and optimize process or specification improvement.
- Implement Quality Reporting Program to monitor procurement quality performance; communicate and report on procurement quality performance, issues, risks and tasks.
- Prepare annual Vendor Quality Inspection budget and forecasts ensuring compliance with legal standards. Manage the budget from identification to completion of projects.
- Work with Engineering team to define process parameters and criteria to ensure vendor process capability is effective to meet product requirements.
- Assist in the Vendor approval process by assessing manufacturing/ construction/ technology capabilities and QHSE risks.
- Communicate with stakeholders the impact of market change and potential effects on engineering design and development. Recommend solutions without compromising quality or service while optimizing cost.
- Conduct benchmarking studies to determine best practices/designs and future trends and stay current and up to date on any changes that may affect the supply and demand of needed products and materials and advise others of any impact.
- Review documentation of inspection results across all areas with respect to supporting inspection and test status requirements defined by regulations, engineering product specifications or Control Plans, ITP approval.
- Work collaboratively, negotiate, and engage with key stakeholders to facilitate delivery and compliance with the purchasing strategy.
- Participate in NCR failure analysis activities, drive corrective action when appropriate, and ensure company concerns are adequately addressed by the vendors.
**Qualifications**
- Bachelor's degree in manufacturing/engineering, project/vendor quality management or related field is required; Master’s degree is a plus.
- 16 years of experience in QA/QC with at least 8 years in vendor/supply chain quality management position.
- Membership of an appropriate professional body would be advantageous.
