**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**Major Responsibilities**:

- Assist the Program Manager with the annual staffing plan, commercial, financial, prime contract and legal matters
- Assist the Program Manager with the annual Program 9 budget and provide insight into managing the annual budget
- Responsible for 5 departments. Setting annual budgets and staffing plans for each department in line with the work plan: Finance & Accounting, Human Resources, IS&T, Facility/Housing and Security. Managing in excess of 25 direct and indirect reports.
- Works with the various RC departments in matters related to finance, housing and human resources etc..
- **F&A Responsibilities**: Supervises the Project Accounting Supervisor. Responsible for the timely and accurate monthly billing, monthly payroll for over 400 employees, processing and payment of employee expenses, vendor payments etc.. Analyzing budget and financial information and preparing internal reports.
- **Human Resources Responsibilities**: Supervises the Project HR Manager. Responsible for coordinating staffing on the project, addressing employee labour relation issues, College Hire Program, Saudi National Leadership Development Program, coordinating training for various departments and government relationships matters. Taking initiatives to align the project employees’ compensation package with other Bechtel projects. Overseeing the enhancement of the HR electronic approval forms (travel authorization, contract renewal etc.). Updating the Project HR Handbook and the Expat Orientation Guideline.
- **Facilities/Housing Responsibilities**: Supervises the Project Facilities Manager. Looking after the housing facilities of over 300 expats and their dependents. Executing 39 preventative maintenance programs, supervising the works of the maintenance contractor and managing the annual budget to ensure execution within budget. Supervising the landscaping of the SABCO Compound and executing the annual asset replacement/refurbishment plan to ensure the facilities are in good condition for our employees. Coordinating with the RC Buildings and Property Departments in matters relating to the housing facilities.
- **Security Responsibilities**: Supervises the Project Security Manager. Responsible for all the deliverables of the security department.

**Skills and Qualifications**:
**Essential Technical**:

- Bachelor degree.
- At least 5 years managerial experience managing department(s).
- Strong verbal and written communication skills in commercial matters.
- Demonstrated capability to work and communicate at a CEOs’, GMs’, Directors’ level.

**Essential Behavioral**:
