**Position Objectives**:
The main objective of this position is to effectively manage and oversee the Mission Critical Network (MCN) program, ensuring the timely completion of all project objectives with the required quality and within the allocated budget.

**Job Description & Responsibilities**:
Establish and manage a highly effective Project Management Office (PMO) function to provide direction and governance for the MCN Program delivery.
Collaborate with the MCN Program Head and align technical departments, vendors, TowerCo, datacenter providers, customers, and other key stakeholders on project governance requirements and deliverables.
Develop and implement a comprehensive program governance framework, ensuring that relevant processes and methodologies are defined, implemented, and adhered to by all parties involved.
Oversee the development and implementation of an integrated implementation plan that encompasses all stakeholders.
Lead the MCN implementation program, proactively addressing challenges to ensure timely, budget-conscious, and high-quality project delivery.
Ensure effective implementation and adherence to Change Control processes.
Align Vendor Management processes with the client's end-customer scope and requirements, establishing methods for accurately tracking and managing vendor deliveries against the established plan.
Take responsibility for on-time project establishment, delivery, and closure.
Facilitate coordination between stakeholders to ensure a smooth handover to Operations.
Ensure the implementation of operational governance and Service Level Agreements (SLAs) in accordance with contractual agreements.
Provide overall direction, supervision, and resource management for the project team, including the PMO and resources within the client's technical departments responsible for MCN implementation.
Manage the overall project schedule, dependencies, and risks, establishing an effective framework and process.
Provide progress reports and presentations to the MCN Program Head and MCN Governance Committee as directed.
Establish a comprehensive Project Implementation Management function to manage, monitor, and follow up on network implementation projects.
Organize and oversee the orderly, timely, and cost-efficient planning and execution of all project tasks.
Establish relevant Key Performance Indicators (KPIs) to measure the performance of the implementation section, including vendors and key delivery partners such as TowerCo.
Ensure clear work processes and procedures are established and understood by all parties involved, and implement systems and methodologies to monitor the execution and performance of all staff.

**Qualifications & Experience**:
Bachelor's Degree in Engineering, with a preference for a Master's degree or higher.
A minimum of 20 years of experience in Mobile Network Deployment/Rollout, with at least 5-6 years of engagement at the C-Level.
Proven experience in managing large-scale network implementation programs, including at least one large Mission-Critical program.
Demonstrated expertise in establishing and leading PMOs for large programs.
Excellent presentation and reporting skills, proficient in PowerPoint, Advanced MS Excel, MS Word, and either MS Project or Primavera. Knowledge of Power BI/Tableau is advantageous.
Extensive knowledge and professional experience in project management, project control, project reporting, and governance.
Formal certification/training in Project Management techniques and methodologies such as PMI, PRINCE, or similar.

**Essential skills**: Strong teamwork, knowledge transfer capability, and cross-functional communication skills.
Excellent communication skills in both written and spoken English.
