Based in the Project Management Department at Yanbu Industrial City on the West Coast of Saudi Arabia, Parsons is looking for a Western Trained / Western Educated **Quality Lead **to lead the Project Managment Departments quality and adherence of project lifecycle governance through all phases, including: Planning, Engineering, Procurement, Construction and Closeout.

This includes the review, development and implementation of various standards, procedures, guidelines, work instructions, forms or any other tools to ensure projects and portfolios are delivered to meet requirements.

This role also leads efforts during all three phases of the quality management process, including quality planning, assurance and control activities.

**What You'll Be Doing**:

- Develop a Change Management Log, assist with its training, and ensure compliance.
- Lead monitoring and compliance of Stage Gate Process, including associated documentation.
- Act as chairperson for convening stage-gate review meetings where project progress will be audited before determining if all requirements are fulfilled to pass through each project stage.
- Lead efforts to develop a complete list of required project documentation and how each piece of information must be prepared and stored for auditing and future reference.
- Participate or conducts training workshops to educate staff on the successful use of existing and new project management procedures.
- Collaborates with counterparts in other Technical Affairs departments to establish a comprehensive and integrated quality management system.
- Develop a project management specific set of Key Performance Indicators (KPIs).
- Conduct various audits of active projects, identify non-conformance, and implement corrective actions.
- Continuously monitor and report quality performance.
- Review and revise or develop various quality policies, standards, procedures and other documents.
- Conduct workshops to support the project teams in understanding project’s quality tools.
- Lead various quality meetings to review quality project timelines.
- Actively participate in project meetings and provide feedback to the team.
- Knowledgeable of current trends in quality improvement.
- Identifies and prepares proposals that close gaps and mitigates risk.
- Participate in assigned continuous improvement programs related to project processes and project lifecycle improvement.

**What Required Skills You'll Bring**:

- **A Bachelor’s degree or equivalent in engineering, business or quality obtained at a recognized Western University.**:

- Minimum of 10 years of related work experience in the field of quality specific to either business or project management process and not focused on the quality of construction work.
- The Project Quality Manager must have knowledge of multiple types of project management methodologies such as: Waterfall, Agile, Scrum, PMI/PMBOK, Critical Path Method, Kanban, Lean, Six Sigma, Prince2, etc.

- Proficient with Microsoft Office products, including Word, Excel, PowerPoint and Visio.
- Strong attention to detail.
- Strong working knowledge of ISO Quality Management Systems.
