Senior Incident Response Manager

JASARA PMC is seeking a Senior Incident Response Manager (Integrated Control Center) at THE LINE. THE LINE is a revolutionary development project that aims to build a city with zero cars, zero streets, and zero carbon emissions. As the Senior Incident Response Manager, you will be responsible for safeguarding the city by providing leadership for all emergency response activities and ensuring the safety and security of THE LINE's residents and visitors. You will have the opportunity to work on one of the most exciting and complex projects in the world and bring visible change within the Kingdom of Saudi Arabia.
The Intergrated Control Centre (ICC) is the operational hub playing a key role in monitoring construction and delivery of THE LINE project. The ICC will play a key role in supporting people, controlling risk, ensuring safety, delivering results and facilitating continuous improvement.
Incident management. You can co-ordinate the response to incident, ensuring relevant prioritisation and detail to allow effective management in real time and subsequent investigation. You can identify the correct procedures or channels for resolution and monitor resolution of issues and incidents affecting the delivery of the line project activity and progress updates. Significant experience of coordinating emergency planning projects and influencing others.
**Responsibilities**:
- Maintain oversight of project progress planned against actual delivery.
- Monitor telemetry systems alarms and data from remote monitoring solutions.
- Manage escalation to relevant stakeholders.
- Maintain accurate records of issues and incidents reported to the control room.
- Maintaining control of records and initial investigation of any incident reported to the control room until the relevant owner(s) has taken control (following a detailed escalation process)
- Use the systems as designed, following the pre-agreed and standard procedures; whilst also looking out for, and escalating, ideas for continual improvement.
- Manage reporting and escalation to the relevant senior management teams when necessary.
- Analyse data from a wide range of systems to proactively manage the delivery program with task owners.
- Identify risk and likely impact on program from available data.
- Monitor system to ensure project compliance/governance is followed and data capture and quality is maintained.
- Ensure that all equipment/systems faults are recorded in the control logging system (Service Now).
- Develop reports to identify improvement opportunities and action plans with task owners using history/trends and any associated equipment or systems information.
- Arrange and coordinate joint meetings between identified stakeholders/managers when necessary to progress significant faults to resolution.
- Compile and supply task owners with daily / shift reports.
- Oversee incident response teams and activities, including fire, medical, and security.
- Respond rapidly to emergencies, assess the situation, and take appropriate actions to remedy the situation.
- Ensure compliance with health and safety regulations and procedures.
- Identify potential hazards and proactively implement measures to mitigate them.
**Requirements**:
- Bachelor's degree or HNC/HND in a relevant engineering/construction discipline, emergency management
- Proven experience in emergency management or incident response, preferably in a large-scale project environment.
- At least 20 years' experience in a control room environment or high pressure logistics management role including military, road/rail, utilities infrastructure.
- Broad knowledge and experience in the maintenance of project management or infrastructure asset management and safety requirements
- Very strong working knowledge and experience of project management and or construction.
- Negotiation and influencing skills
- Ability to make decisions regarding project delivery and incidents and, when required, ensuring work continues to programme whilst remaining calm in high pressure situations.
- High level of analytical skill in real time environment
- Great attention to detail and substantial experience of report compilation and records preparation
- Ability to use various management systems, quickly understand and interpret data.
- A strong ability to prioritise tasks and recognise safety and operations impacts of accidents and failures.
- Strong IT skills and the ability to work with a wide range of advance technology and systems.
- Have good interpersonal communication (verbal, written and listening) skills, that will support the delivery of all duties and be able to clearly explain tasks and inspire others with varying backgrounds.
