The QSMA Operations Manager is responsible for leading the Quality Assurance and Safety functions of the Directorate of QSMA business as part of the Vinnell Arabia Mission Assurance Directorate. The QSMA Manager will lead a team of Quality Assurance and Safety personnel that support critical Quality and Mission Assurance significant deliverables and achievement of customer performance metrics while ensuring the delivery of safe and high-quality products. Is accountable for successfully implementing and maintaining AS9110, ISO 9001, ISO 29990, ISO 31000, ISO 45001 and ISO 14001 Certifications and Compliance across the organization and critical suppliers for VA’s MNG contract.

The QSMA Manager is responsible for quality contracts review of the Performance Work Statement (PWS), Contract Data Requirements List (CDRL), Subcontractor Statements of Work (SSOW), and other contractual requirements of the MNG contract to ensure effective quality planning, oversight, compliance, and effective flow down of customer quality and safety requirements throughout VA’s Quality entities and suppliers. Works directly with all Quality-operating entities to ensure deployment of effective inspections, process control analyses, internal audits, and quality improvement are conducted per the customer requirements, VA business needs and in compliance with the VA Business System Manual (BSM).

Generates results-based quantitative assessment of contract performance for use by external stakeholders. Utilizes Quality tools such as Lean Six Sigma and ISO to improve Quality, On-Time Delivery and cost while achieving high customer satisfaction. Provides expertise and guidance on interpreting policies, governmental regulations, and agency procedures. Liaise between the company and various foreign and domestic government agencies as needed.

Duties/Responsibilities:
1. Ensures safety, mission and quality assurance functional activities among designated Vinnell Arabia organizations are planned, coordinated, integrated, and synchronized to achieve contractual requirements IAW the MNG PWS and CDRLs.
2. Implements ISO 9001 and AS 9100 compliant quality control processes, procedures, measures, standards, and assists in the establishment of KPIs to ensure ISO and AS9110 Certification achievement and maintenance.
3. Leads periodic internal system, process and product audits with technical inspectors (as needed) to ensure compliance with applicable ISO and AS standards, as well as Customer requirements.
4. Assists with Material Review Board (MRB) and Corrective Action Requests (CARs), to execute timely containment, correction, root causes analyses, and implement Systemic Corrective Action Plans. Provides oversight to these critical processes.
5. Leads Quality Management, ISO, and Lean Six Sigma training, deployment and execution to ensure continual process improvement and effect subsequent change management plans conducive to high customer satisfaction.
6. Establishes performance measurement and data collection methodology for the contracts’ Quality Assurance Surveillance Plan (QASP)
7. Provides objective-oriented direction to subordinate organizations specifically addressing performance and risk management.
