**Job Description**:
+ Overseeing all aspects of construction management during the construction phases of assigned projects.

+ Daily site presence on-site during construction activities

+ Provides overall management administration to projects and assists in establishing project-specific objectives and policies.

+ Provides technical direction and guidance to subordinate managers, enforces company and project policies, maintains close client interface, and ensures all facets of the project are constructed in accordance with design, budget, and schedule through subordinate managers and supervisors.

+ The position has significant profit/loss responsibility for assigned construction projects.

+ Coordinate the work of all site operations.

+ Review contractor's pay requests and issue payment certificates.

+ Monitor project master schedule and work progress including milestones date. Take corrective action with the contractor.

+ Review and evaluate contractor’s variations and claims and recommend to client.

+ Monitor the contractor's progress and prepare progress reports monthly to the Client.

+ Preside at weekly reviews, and monthly, and other progress meetings held at the site.

+ Review the start-up, testing, and final commissioning activities, after review by the consultant.

+ Participate in the final inspection of the work with the Consultant and Client.

+ Monitor the design and construction clarification process and, when appropriate, remind the designer and other parties involved of the need for timely actions.

+ Monitor ongoing construction to review contractor progress and verify compliance with plans and specifications.

+ Coordinate construction operations between contractors, station personnel, and other government agencies.

+ Schedule, conduct, and document regular progress meetings and other construction-related project meetings with all interested parties to review project status, discuss problems, and assist in the resolution of issues.

+ Monitor compliance with environmental protection requirements and document all findings.

+ Provide review/analysis and notes/comments/recommendations of the construction plans and specifications to determine the constructability of the facility.

+ Review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes to the contract documents checking for accuracy, clarity, suitability to accomplish mission, conformance to building codes, military standards, guide specifications, contract specifications, etc.

+ Report and document instances of non-compliance with quality control and safety requirements.

+ Review submittals and provide analysis/comments/recommendations to the Government Representative.

+ Maintain proper construction contract document files according to NAVFAC standards.

**Qualifications**:
+ Worked on large fast-track PMC projects.

+ Minimum 15 years’ experience. 

+ Engineering degree.

+ HSSE Leadership skills

+ Five (5) years of recent experience within the last ten (10) years as a Construction Manager, Project Manager, Project Controls Manager, or Contracting Officer’s Technical Representative on the Department of Navy or other Department of Defense Construction Projects that are similar in size and complexity. 

+ Possess a Bachelor of Science (BS) degree in engineering, architecture, building construction, construction science, or construction management, or a Bachelor of Arts (BA) degree in a business-related field. 

+ Registration or Certification as a Professional Engineer (PE), Registered Architect (RA), Certified Construction Manager (CCM), or Project Management Professional (PMP) is desirable but not required.
