**Responsibilities**:

- Prepare project charter and project card including Initial identification of stakeholders/local authorities involved in the project, high level risks and challenges.
- Collect and investigate the available data which related to the project (such as scope requirements, site conditions, as-builts, previous studies/designs/reports, etc.).
- Initial communication with stakeholders/local authorities for the involvement degree in the project. Collect initial requirements from the stakeholders/local authorities.
- Prepare request for information/service (such as request for topographic survey, geotechnical investigations, etc.) and coordinate the Interface with Modon other departments (such as GIS department, Urban planning, Business development, etc.).
- Prepare (with the help from Project Control Team and Technical Team) the scope of work of the project, including technical scope requirements, overall timeline schedule, consultant’s obligations, interface level with stakeholders, etc.
- Coordinate with Modon Procurement Department the invitations to Bidders for Request for Proposal (RFP), manage the responses to Bidder’s technical queries/clarifications.
- Involve in the evaluation processes of Financial and Technical Proposals received from Bidders/ Consultants.
- Manage design Resources/Team, External Consultants and coordinate Priorities between multiple Tasks.
- Participate on Design Review of technical submissions of projects, including packages of concept (10% stage), schematic (FEED & 30% stages), detailed design (60% & 90% stages), Tender documents and IFC (Issue for Construction), in respect to site development, infrastructure, wet/dry utilities and facilities/Buildings disciplines.
- Review BOQ, material-take-off, construction Budget and Tender documents of various technical submissions.
- Participate on Value Engineering (VE) Workshops, provide recommendations & developing VE approved ideas.
- Technical and management support for Client’s Area Managers during monitoring/managing the design consultants/ contractors of projects. Technical advisor for engineering issues raised during design and construction phases.
- Develops & delivers briefing and presentation materials for a wide range of audiences including business unit, board and senior management.
- Schedule conduct and manage a Kick-off Meeting with all key stakeholders (Modon team, Consultant, internal/external stakeholders) to announce the start of the project, to review the overall project plan, and to gain consensus.
- Establishes communications lines with the Consultant and stakeholders.
- Monitors and Manages Project Scope, Schedule and Budget.
- Initiates submission Review Requests to Technical Team and stakeholders.
- Manages the various phases and milestones of the project.
- Establishes interface between Consultant and Technical Team (ALL communications go through and are coordinated/monitored by the PM)
- Prepares periodic reports on the status of the project and submits them to the department Sr. PM and department director
- Manage and approve Change Orders/Variations to the project scope, schedule and cost.
- Measures project performance using appropriate tools and techniques to monitor the progress of the consultants; identifies and quantifies any variances; performs any required corrective actions; and communicates this information to all stakeholders.
- To align the stakeholders and team members, ensures a common understanding by setting expectations in accordance with the project plan
- Records detailed customer requirements, constraints, and assumptions with stakeholders to establish the project deliverables, using requirement-gathering techniques (for example, planning sessions, brainstorming, focus groups)
- Implements the approved actions and workarounds required to mitigate project risk events to minimize the impact of the risks on the project
- Manage the preparation of Issue for Tender (IFT) and Issue for Construction (IFC) documents.
- Coordinates resolution of any design-related issues or clarifications during the Construction Phase.

**Requirements**:

- Bachler degree on Urban Planning or Civil Engineering or related filed.
- Minimum 10 years’ overall experience on related field, and 2 years’ experience on management of Master-planning and infrastructure design projects, 5 years’ experience in KSA or GCC.
- Registered engineer with the Saudi Council of Engineers
- Preferred Certificated Project Management Professional (PMP or Prince 2)
- Knowledge of computer programs for engineering design.
- Knowledge of computer programs for project management, preferably including Microsoft Project.
- Analyze Projects performance and prepare reports highlighting all the potential risk and issues with project and recommend suitable solutions.
- Excellent oral, analysis and presentation skills are required in performance of this position.
