**Position Summary**

**Major Accountabilities**

**Human Capital Planning**:

- Develop and ensure implementation of HC strategy, objectives, policies, and procedures in line

with KAPSARC’S strategy and business plan
- Devise list of KPIs to monitor progress and development towards organizational and functional

strategic objectives
- Design/ update HC programs and frameworks to ensure achievement of developed strategy
- Design and monitor the proper execution of HC frameworks & programs (i.e., succession plan,

career map., performance mgmt., L&D, etc.)
- Maintain, update, and monitor KAPSARC’s authority matrix to ensure adherence with applicable

policies

**Organization Development**:

- Design workforce plan, identify and assess shortage or excess in manpower needs, and

recommend improvement plans to maintain or increases workforce plan’s efficiency
- Assess KAPSARC organization structure and positional structure periodically, identify needed

changes, and implement updates accordingly
- Coordinate with Strategy Planning & Institutional Initiatives function to ensure alignment between

organization structure’s latest updates and KAPSARC’s strategic direction, vision, and objectives
- Develop/ update job descriptions and define needed technical and behavioral competencies for

new/ updated positions to serve as a reference for recruitment and talent development activities

**Employee Engagement**:

- Develop/ update the employee retention strategy and plans, and ensure their implementation

within allocated budget
- Analyze KAPSARC Employee Value Proposition (EVP) current state, and determine employees’

priorities with regards to the organization’s culture for the design of wellbeing programs
- Identify improvement opportunities to attract, retain, and engage KAPSARC employees and ensure

implementation of needed actions/ initiatives (i.e., recognition programs, engagement activities,

etc.)

**Policies, Systems, Processes and Procedures**
- Ensure that the organization complies with applicable laws and regulations. This includes ensuring that HR policies and procedures are fair, clear and comprehensive.
- Sets plans for regular campaigns to enhance awareness of HR policies among employees.
- Provide inputs to the design and implement policies, systems, and procedure so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service

**HR Reporting and Analytics**
- Collect, and compile HR data from various resources including HR systems, employee surveies, HR metrics and benchmarketc
- Analyz data and statistics for trends and observations and produce some visualized charts.
- Prepare reports for data results with recommendations in a timely and accurate manner to meet the requirements, policies, and quality standards.
- Follow up on the implementation of HR initiatives and projects to ensure quality and timely delivery of results.

**Related Assignments**
- Perform any other duties which the organization may require to be carried out.

**Recommended Qualifications and Years of Experience**
- Bachelor´s degree in Human Resources, Business Administration, or any other related field. With 2-5 years of relevant experience or
- Master’s degree in human resources, Business Administration, or any other related field. With 0-3 years of relevant experience
- Knowledge of the Saudi Labor Law and relevant rules.
- Ability to prepare and present informative reports and statistics.
- Professional certification such as CIPD/ SHRM/ SPHR is preferable
