Job Summary

Parsons Oman is seeking an experienced Senior Construction Manager - Electrical to lead our construction management efforts for the SAPL Qiddiya Infrastructure Partner (QIP) project. As a key member of our team, you will be responsible for ensuring that all construction work is coordinated with Qiddiya Investment Company (QIC) and our delivery partners, Jacobs and Mace.

Key Responsibilities
  • Program Management: Lead planning and delivery for construction management of the program, ensuring operational consistency across the program.
  • Coordination: Coordinate with other delivery partners (Jacobs and Mace), as well as QIC and all existing contractors, and future planned procurement of major contractors.
  • Strategy Implementation: Implement agreed strategies, through delivery of Project Management Plans (PMPs) and other key documents and approaches in accordance with program requirements and accepted best practice.
  • Leadership: Lead the implementation and application of advanced principles, theories, and concepts, ensuring compliance and consistency across the delivery teams.
  • Innovation: Contribute to the development of innovative principles and ideas.
  • Complex Problem-Solving: Lead on unusually complex construction management challenges and provide solutions that are highly creative, in coordination with functional leads.
  • Stakeholder Engagement: Facilitate forming partnerships with key stakeholders and organizations impacted by the program.
  • Team Management: Assigns work to employees, oversees, and tracks the completion of work assignments.
  • Employee Development: Interviews and selects personnel for assignment as required, maintains clear and concise work standards and goals, provides training and development, completes performance evaluations, conducts employee counselling, takes corrective action as necessary.
  • Compliance: Ensures adherence to all corporate, contractual, ethics and safety standards, policies, and procedures.
Requirements
  • Education: Degree in Engineering (or equivalent) or related discipline with minimum 12-15 years' experience in mega construction management projects, specifically strong construction management development and delivery experience across multi-disciplinary teams and functional teams, internal and external stakeholders.
  • Safety Qualification: Safety Qualification / Awareness Training.
  • Communication Skills: Very strong communication skills in English, written and spoken.
  • Power Utilities Expertise: Extensive background in power utility construction, including substations, distribution systems, and transmission lines.
  • Regulatory Compliance: Familiarity with industry-specific regulations and experience ensuring projects comply with relevant codes and standards.
  • Site Contractor Management: Experience in managing site contractors.
  • Health, Safety, Sustainability, Environmental & Quality Leadership: Demonstrated leadership and management skills, ability to work in and lead teams, ability to follow through, ability to clearly deliver work instructions in a complex stakeholder environment and deliver objectives and targets.
  • Negotiation Skills: Strong negotiation skills.
  • Construction Management: Lead and oversee power utility construction projects from initiation to completion, ensuring they adhere to budget, schedule, and quality standards.
  • Utility Infrastructure Knowledge: Possess a deep understanding of power distribution and transmission systems, substation construction, and related infrastructure.
  • Safety Standards: Implement and enforce stringent safety protocols to ensure a safe working environment for all team members and contractors.
  • Quality Assurance: Monitor construction quality, conduct inspections, and implement quality control measures to ensure project deliverables meet or exceed industry standards.
Desirable Skills
  • Experience in Challenging Environments: Advantageous to have extensive experience of significant construction management contracts and contracting in challenging multi-partner environments.
  • International Experience: Previous MEA and/or other international experience.
