Job Summary

We are seeking a highly skilled and experienced Operations Manager to join our team at Red Sea Global. The successful candidate will be responsible for providing operational leadership and management across our various assets, ensuring that all contracted services are delivered in accordance with defined Service Level Agreements (SLAs) and Key Performance Indicators (KPIs).

Key Responsibilities
  • Strategic Contribution
    • Assist with the implementation of the annual business plan and targets, and execute the strategic agenda of the department to deliver Red Sea Global's vision and mission.
    • Ensure that the strategy is translated into operational business plans for the operations and maintenance function, and monitor the performance and execution of those plans to achieve functional objectives and deliver the strategy of Red Sea Global.
  • Leadership
    • Coordinate the activities of the Facilities Management team with other internal and external stakeholders to ensure that all work is carried out efficiently, in line with the strategic plans, policies, and procedures.
    • Manage the team by setting priorities and objectives, managing performance, and providing ongoing feedback and coaching to meet the functional challenges and goals.
    • Serve as a role model to ensure employees' awareness and commitment to Red Sea Global's vision, mission, values, fundamentals, and corporate strategy to establish a highly engaged and motivated human resources team, and continuously improve performance.
  • Budget
    • Contribute to the preparation of the functional budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential performance improvement opportunities are capitalized upon.
  • Operations
    • Oversee the daily operations activities and manage all third-party appointed service providers.
    • Provide full technical support across all assets and engineering disciplines, with a key focus on mechanical, electrical, and plumbing (MEP) systems and services.
    • Perform technical audits of all assets MEP systems and ensure that all operations procedures and policies are carried out in accordance with best practice.
    • Contribute to the preparation of technical guidelines and lessons learned that can be applied during design and technical reviews.
    • Identify opportunities to run systems more efficiently, reducing running costs and enhancing comfort and ensuring a healthy living/working environment is created and maintained all-year-round.
    • Assist with technical troubleshooting and provide engineering solutions to improve the useful life of assets and improve operation efficiency to ensure the optimum operations of assets, space, and resources.
    • Evaluate all technical and maintenance activities and report any activity that violates regulations, best practices, and codes.
    • Fully responsible for the handover, mobilization of service providers, and management of the Defect Liability Period.
    • Prepare and review scopes and overview of variable and capital works.
    • Oversee and approve all variable and capital works.
    • Assist in preparing, reviewing, and approving all technical scope of works, and reviews of the technical submissions.
    • Monitor and track all utilities and prepare trend analysis reports. Propose utilities savings initiatives.
    • Contribute to the preparation of policies, procedures, and processes operation improvement.
    • Performance management of all third-party service providers and provide audit reports to improve performance and/or address deficiencies.
    • Assist with the implementation of relevant electronic and remote monitoring systems to improve efficiency and effectiveness to existing processes.
    • Assist with the implementation of Asset Management software and any CAFM system.
  • Other Specific Operational Responsibilities
    • Involvement in managing and advising on any issues involving Marine-related assets, such as beaches, bridges, coastal areas, marina, quays, and rock revetments (groins) from a multidisciplinary point of view, from design, construction, commissioning/handover in consideration with operational requirements.
    • Provide specialized technical input to studies and design related to Marine works and assets.
    • Participate in interdisciplinary review of project deliverables.
    • Develop operational and management procedures related to Marine works and assets.
    • Develop specialist contractor's scope of works (SOW) for any specialist marine maintenance works.
    • Oversee the operations and maintenance on the beach, including cleaning, maintenance, and ad-hoc works.
    • Provide equipment selection for all maintenance equipment and machineries related to marine operations.
  • Policies, Systems, Processes, Procedures, Standards, and Reports
    • Follow all relevant functional policies, processes, standard operating procedures, and instructions to ensure that work is carried out in a controlled and consistent manner.
    • Assist in the preparation of accurate and timely functional MIS statements and reports to meet corporate and functional requirements, policies, and standards.
  • Safety, Quality & Environment
    • Apply safety, quality, and environmental management policies, procedures, and controls to ensure employee safety, legislative compliance, delivery of high-quality products/service, and a responsible environmental attitude.
  • Continuous Improvement
    • Contribute to the identification of opportunities for continuous improvement of Red Sea Global's systems, processes, and practices, considering 'international best practice', improvement of business processes, cost reduction, and productivity improvement.

  • Job Requirements
    • Graduate of Bachelor's degree in related field studies.
    • Minimum 5 years' experience in maintenance and the management of beaches, bridges, coastal areas, marina, jetties, and revetments, and minimum 2 years' experience in the operations of marine assets, along with design review reviews, construction follow-up, and handover experience.
    • Must have experience in beach nourishment, swimming activities, events, raking, and cleaning.
    • Experience in marine design and construction will be an advantage.
    • Knowledge of the international best practices of beaches and jetties operations.
  • Skills
    • English speaking and writing, Arabic is an advantage.
    • Able to demonstrate problem-solving skill.
    • The individual must be technical sound in all areas of building services and infrastructure. A strong engineering skillset specializing in mechanical, electrical (HV, MV, and LV) and plumbing systems is essential.
