Job Description
The United Nations Environment Programme (UNEP) is a leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.
This consultancy aims to support the capacity building of environmental Non-Governmental Organizations (NGOs) in Saudi Arabia, ensuring alignment with national environmental strategies and NGO priorities. The consultant will work closely with the Ministry of Environment, Water and Agriculture (MEWA)'s Awareness Department and Principal Awareness Consultant to provide targeted guidance to overcome NGOs' challenges and improve project financing and implementation.
The consultant's responsibilities include:
- Developing an updated list and profiles of national NGOs active on environment in Saudi Arabia;
- Mapping out NGOs' capacities regarding environmental focus, size of operations and structure, financial resources, etc.;
- Developing comprehensive guidelines (in Arabic and English) for NGOs on drafting proposals and implementing environmental projects in Saudi Arabia, covering the full project cycle from concept development to execution, monitoring, and reporting;
- Designing and delivering a Train the Trainers workshop for Environmental NGOs in KSA on proposal writing and project management;
- Developing a guiding reference document (in Arabic and English) on enhancing financial sustainability for environmental NGOs;
- Designing and delivering an interactive Train the Trainers workshop incorporating practical exercises and best practices;
- Coordinating the exchange of experience between small, emerging environmental NGOs and well-established organizations;
- Providing hands-on mentoring to a selected environmental NGO through project development, proposal writing, fundraising, and implementation;
- Conducting a final report summarizing the consultancy work, key findings, challenges, and recommendations.
Required Skills and Qualifications
A Master's degree or equivalent in Environmental Management, Project Management, Sustainable Development, Political Science, Public Administration or related fields is required. Minimum 10 years of experience in environmental project management, NGO management, or grant acquisition is also required. Proven experience in providing technical guidance and capacity-building/training programs for NGOs is necessary. Experience in working with international organizations, government agencies, or funding institutions is also required. Additionally, experience in designing and delivering training workshops, especially Train-the-Trainer programs, is necessary. Knowledge of environmental issues in Saudi Arabia is an asset. Fluency in English and Arabic is required.
