Design Manager

We are seeking a highly experienced Design Manager to lead our tunneling water projects. The successful candidate will have a strong background in design management, tunneling, and water projects.

1. Design Management: Oversee the design activities and coordination of workloads related to tunneling for water projects.
2. Design Review: Plan, assist, manage, and monitor the review of design deliverables produced by the client's design consultant, including reports, providing feedback to the Design Project Manager regarding progress, key issues, and risk.
3. Hazard and Risk Logs: Assist and manage the design review of the design consultant's hazard and risk logs.
4. Deliverable Review: Assist the response to comments raised on deliverables by subject matter experts, the design review team, the Independent Checking Engineer, and Independent Safety Assessors.
5. Buildability and Suitability: Ensure the buildability of the proposed design and suitability of materials.
6. Engineering Efforts: Assist engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors.
7. Site Visits: Assist and visit the jobsite as required, to resolve problems, interpret drawings and documents, and provide technical assistance during the construction phase.
8. Pre-Construction Procurement: Assist with Contracts Department and Construction teams for the pre-construction procurement process and the checking and assembly of the design documentation for issue as design-build or design-bid-build tender packages as required.
9. Design Review: Review Pre-Construction Design (Concept Design, Developed Design, and Detailed Design) and Feasibility Study for all tunneling work.
10. Construction Drawings: Review contractor's construction drawings, respond to technical queries, and technical submittals to ensure compliance with design intent.
11. Design Changes: Review changes or deviations in design scope, material quantities, budget, or schedule, and assist particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustments.
12. Design Reviews: Take an active role in design reviews, interdisciplinary design reviews, and provide comments.
13. Design Quality: Perform work that involves conventional design practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials, and/or difficult coordination requirements.
14. Design Compliance: Provide guidance for assured design quality and compliance with the client's requirements, design guidelines, statutory requirements, local and international codes, standards, and norms, and international standards of independent firms that are carrying out the detailed design.

1. Education: A recognized degree in Civil/Geotechnical/Geology engineering from an accredited college or university, preferably post-graduate qualification.
2. Experience: 15+ years of relevant experience in design management related to water projects and especially WTS.
3. Tunneling Experience: Experience in managing the design/installation/operation/maintenance of WTS, Water/Wastewater treatment plants, pumping stations, desalination plants, and district cooling plants from a tunneling perspective.
4. Tunneling Design and Construction: Extensive experience in tunneling design and construction, including supervision of major infrastructure projects. The experience should include drill & blasting through strong rock and poor ground conditions.
5. Design-Build and Design-Bid-Build: Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
6. Field Construction and Inspection: Experience in field construction and inspection for initial acceptance.
7. Relevant Codes and Standards: Knowledge of relevant codes and standards pertinent to the discipline.
8. Geology and Structural Engineering: Knowledge of geology and structural engineering.
9. Discipline Engineering Techniques: Thorough knowledge of discipline engineering techniques, the design of engineered systems, and design calculations.
10. Computer Applications: Knowledge of current computer applications for engineering and design, including appropriate knowledge of CAD (both 2-D and 3-D) e.g. AutoCAD, MS Word, and Excel for managing design reviews.
11. Rocscience Software: Knowledge of Rocscience software for tunneling design.
12. Interdepartmental Collaboration: Understanding of the roles played by other departments on projects, including basic construction practices, and the economics involved.
13. Professional License: A professional license from a recognized licensing or registration board.
14. Soft Skills: Excellent social, analytical, and communication skills (oral and written). Proactive, supportive, questioning, challenging, and result-driven. Ability to manage multiple assignments, changing priorities, and work with ambiguity.
