Job Summary

We are seeking a highly skilled Senior Planning Engineer to join our team at Allied Services. The successful candidate will be responsible for providing logistical and reporting support to the Technical Services Department, ensuring that employees have all the necessary information and resources to meet their job accountabilities.

Key Responsibilities
  1. Cost Control: Monitor the financial performance of a given area of activity versus budgets to identify areas of unsatisfactory performance and capitalize on potential performance improvement opportunities.
  2. Policies & Procedures: Recommend improvements to departmental procedure and direct the implementation of instructions and controls covering a specific area of Technical Services activity to ensure compliance with procedural and legislative requirements.
  3. Safety, Quality & Environment: Ensure compliance to all relevant safety, quality, and environmental management procedures and controls within a defined area of Technical Services activity to guarantee employee safety, legislative compliance, and delivery of high-quality products/services.
  4. Departmental Budgeting: Assimilate Technical Services Departmental costs into a consolidated budget to ensure the organization is aware of likely costs to be incurred throughout the following financial year.
  5. Financial Performance: Produce and distribute regular reports to employees of the Engineering Services department showing financial performance versus budget assumptions to capitalize on financial opportunities and correct areas of unsatisfactory performance.
  6. CAPEX: Receive potential capital project submissions for the Technical Services Department, prioritize, and prepare Capex submissions for those of highest priority, following up for CAPEX approval.
  7. Activities Monitoring: Monitor Departmental KPIs, ISO performance, monthly meeting issues, TSR completion status, and generate periodic reports.
  8. Fixed Assets: Record and maintain an ongoing log of all fixed assets for the Technical Services Department to ensure all assets can be accurately represented on the company balance sheet.
Job Context

The jobholder will exert indirect influence over a wide variety of internal personnel as well as within Technical Services Department, with a primary focus on internal provision of resources and information to optimize departmental performance.

Communications & Working Relationships

Internal: Manager, Technical Services on a regular basis to report progress versus departmental targets and discuss pertinent issues. Representatives of all Business Units on a regular basis for all pertinent issues. Representatives of Business Planning Department on a scheduled basis in the submission of budgets and discussion of variance reports. Representatives of the Finance Department on an ad hoc basis concerning the recording and status of Technical Services assets.

External: As directed by Manager, Technical Services.

Frameworks, Boundaries, & Decision Making Authority

The jobholder is accountable for the submission of the departmental budget, which is consolidated based on inputs from other Engineers within the department and must be approved by the Manager, Engineering Services and General Manager, E&P - Jubail prior to submission to the Finance function.

Job Specification

Minimum Qualifications: University degree in an Engineering discipline (preferably Mechanical, Electrical, or Chemical).

Minimum Experience: 8 years Operational/Engineering experience with a major utilities organization, some prior budgeting experience, experience of defining plant preventative maintenance schedules, and prior experience in the use of SAP to plan maintenance activities.

Job-Specific Skills: Sound knowledge of all relevant Utility plant and equipment, sound understanding of Utility processes, sound knowledge of all aspects of water treatment chemistry, broad understanding of technical developments in the field of plant and equipment, excellent understanding of plant optimization techniques, sound understanding of preventative maintenance theory and techniques, detailed knowledge of the Marafiq budgeting process, and detailed knowledge of the Marafiq CAPEX process.
