Job Purpose:

Fulfilling a pivotal role at OOMCO KSA, this Procurement Specialist position is responsible for conducting and performing efficient procurement transactions in accordance with the company's policies and approved processes. This ensures lawful and cost-effective business operations.

JOB DIMENSIONS:

The successful candidate will facilitate and process procuring activities involving domestic and international markets, including high-value transactions with significant cost implications on the intended activity and ultimately on the company's return on investment.

  • Implement and adhere to the company's procurement policy, ensuring high confidentiality in managing and controlling an efficient, transparent, and fair tendering process.
  • Co-handle complex projects with related users, ensuring well-defined procurement Statements of Work (SOW) and related requirements, clear strategic sourcing, and contracting plans.
  • Lead major procurement decisions by involving all relevant parties in discussions, ensuring feedback and compliance checks are implemented and shared with stakeholders to prevent misconduct and ensure efficient management of the procurement transaction.
  • Involvement in periodic technical visits to suppliers' production units to gain updates on purchased materials, equipment, and services, as well as the correct execution of contracts.
  • Participation in major and long-term contract negotiations for materials and equipment required by OOMCO KSA, ensuring they meet specifications and are delivered on time and at favorable prices.
  • Providing effective buying services to internal customers in compliance with OOMCO's procurement policy and procedures, ensuring quality, cost, and timely service are provided at all times.
  • Closing assigned Purchase Requests (PRs) in line with proposed Service Level Agreements (SLAs).
  • Planning improved savings through professional and effective negotiations with suppliers, adopting various procurement tactics and variables to secure the best alternatives for scope changes and costs.
  • Ensuring well-defined and effective negotiation of procurement transaction conditions, including timing of supply, logistics aspects, and quality of materials/services demanded alongside cost of supply.
  • Defining a clear scope of work and requirements ahead of floating requirements to the market by engaging and involving requested departments.
  • Compliance with OOMCO's Health, Safety & Environment (HSEQ) roles.
  • Evaluation and comprehension of suppliers' facilities, capabilities, and production processes before awarding contracts.
  • Development of an optimal sourcing list of vendors for each intended procurement activity aligning with OOMCO's policy.
  • Maintenance of professional and business relationships with all suppliers to support attaining and securing cost-efficient services and products for the company.
  • Professional and ethical procurement conduct at all times, ensuring full compliance with OOMCO's procurement policy.
  • Review and recommendation of best practices on overall procurement matters and procedures as required to support optimized procurement operations.
  • Availability of auditable procurement documentation for all performed transactions.
  • Responsibility for ensuring effective and efficient processing of procurement transactions from initial scope of work up to final awarding and contract signing, ensuring all procurement transactions are conducted as per agreed-upon time frame and service level defined by the department to its customers.
  • Execution of vendor performance evaluation with user departments and sharing feedback with concerned suppliers for improvement.
  • Proper execution of filing and documentation of all procurement transactions to prepare them for audits.
  • Closure of open Purchase Orders (POs) on a quarterly basis and follow-up with all departments to ensure proper monitoring of projects.
  • Coordination of vendor assessment and evaluation with country manager/department head and other involved users to have a ready vendor list.
  • Handling of vendor registration and prequalification in consultation with department heads and other related departments.
  • Coordination to ensure completion of POs and deliverables as per requirements with related departments to monitor project performance.
