**Responsibilities**:

- Develop procurement strategies and policies in alignment with program goals and objectives
- Manage supplier relationships and evaluate performance to ensure delivery of quality goods and services
- Negotiate and administer contracts and purchase orders, ensuring legal and regulatory compliance
- Source, evaluate, and select suppliers based on cost, quality, and delivery performance
- Collaborate with stakeholders to forecast material and services requirements and develop procurement plans
- Conduct market research and benchmarking studies to identify opportunities for process improvements and cost savings
- Establish and maintain procurement metrics and reporting systems

**Requirements**:

- Bachelor's degree in business, engineering, or related field
- 3+ years of experience in procurement or supply chain management, preferably in a civil engineering or construction environment
- Ability to manage multiple priorities and work collaboratively in a fast-paced, team-oriented environment
- Strong negotiation, analytical, and problem-solving skills
- Excellent written and verbal communication skills, with the ability to communicate with stakeholders at all levels of the organization
- Familiarity with procurement best practices and regulations in Saudi Arabia is a plus
- Proficiency in MS Office and procurement software systems.
