Senior Director

Qiddiya Investment Company is seeking an experienced Senior Director to lead transport planning for our ambitious entertainment destination. This role is paramount in ensuring that our transport systems effectively facilitate seamless movement within and around the Qiddiya site, serving both local and international visitors while enhancing the overall experience.

As the Senior Director Transport Planning, you will lead planning initiatives, collaborating with various stakeholders to create innovative transport solutions that align with our long-term vision.

**Essential Duties and Responsibilities**
- Lead (at District level) the provision of Transport data to Transport projects to inform system design.
- Lead (at District level) the phasing plan and measurement against capacity of networks to inform when roads and transport systems need to be activated to meet development phasing.
- Support Roads projects assigned by development.
- Support Parking projects assigned by development, (e.g., park & ride, temporary parking, parking structure).
- Lead (at District level) engagement with key stakeholders to ensure integration with regional mobility.
- Lead (at District level) the informing and testing of development controls via Traffic Impact Studies at district, asset or precinct level.
- Lead all internal and external governance (including any authority or government agency) interactions including (but not limited to) those required for approvals, stakeholder interaction etc.
- Lead all activities required to undertake your responsibilities, including (but not limited to) consultant procurement, management and contract management, committee presentations, gateway approvals etc.
- Lead preparations for opening and operational readiness scenarios specific to transport modes.
- Lead the preparation of impact assessments as a result of changes or other factors, including the impacts on cost, time and quality.
- Lead the support of all other job families as necessary.
- Lead the management of transport planning in support of the District Master Development teams, including:
- All activities through land dev stage gates, developing district land development plan
- Input into the development and maintenance of the district development brief in coordination with Asset BUs
- Input into the district programs (noting inputs from Asset BUs)
- Ensuring mobility land use budget (i.e., development statistics) align with Plan of subdivision and other associated models
- Coordination across asset class BUs to meet business requirements, i.e., access requirements, pipeline rollout
- Engagement with other central functions on support requirements
- Ensuring land is developed efficiently and ensures value creation at a land level
- Support the build execution team for infrastructure rollout, upon maturity of dev stage & depending on speed/scale
- Input into the establishment of district master community operational plan & adoption direction (i.e. land cost & service charge)
- Lead preparation and management of any and all transport planning consultant shortlist, including regular review, supplier interface on performance and updates as necessary.

**Requirements**:

- Bachelor's degree in Transport Planning, Civil Engineering, Urban Planning, or a related field (Master's degree preferred).
- Minimum of 18 - 20 years of experience in transport planning with a focus on large-scale projects for urban networks.
- Proven expertise in transport modeling, traffic analysis, and strategic planning methodologies.
- Strong leadership and project management skills, with a track record of successfully delivering complex transport initiatives.
- Excellent communication and interpersonal skills to engage effectively with stakeholders at all levels.
- Knowledge of relevant regulations, standards, and best practices in transport planning.
- Familiarity with sustainability principles in transport systems design and implementation.
- Proficient in transport planning software and tools.
