**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail Industrial City. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**This position is seconded to our client - The Royal Commission in Riyadh. The job location will be in Riyadh.**

**Major Responsibilities**:

- Provide and manage cost control by recording project cost and progress under Project Controls Supervisor direction. Assists in supervision of staff and acts as Project Controls Supervisor during delegations and/or absences.
- Assists in preparing cost data for Expenditure and Cash Flow preparation and reconciliation. Set up and maintain tracking reports for submittal of Monthly Progress Invoices. Record inception to date expenditure and prepare the monthly progress report / Contract Status reports.
- Participate in resolving and expediting invoice-processing restraints between construction, F&A, Revenue, etc. Participate in assisting client’s Planning & Budget Department regarding construction budgets/expenditure for each work plan.
- Plans, coordinates, and directs preparation of specific budgets. Assists in developing requirements for budgeting standards. Identifies or defines data sources and techniques for data acquisition, and collects required data.
- Ensure proper monitoring, management and close-out of projects.
- Report on a regular basis to management and liaise when necessary with other disciplines in the project team and the owner's organization.
- Perform any other tasks as assigned by the supervisor or Manager.
**Skills and Qualifications**:
**Essential Technical**:

- College/University Degree required in Engineering, Construction Management or any other related discipline.
- Minimum of 2 years’ experience in Engineering and Construction Industry.
- Experience in performing, monitoring, and reviewing cost engineering functions, which include cost estimating, cost control, and cost analysis.
**Essential Behavioral**:

Skilled in oral and written communication.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
**Preferred Technical**:

- Knowledge of Primavera and Microsoft Office Applications.
Basic knowledge of planning practices and procedures
- Basic knowledge of engineering, procurement, contracts, construction, and startup work processes.
- Statistical knowledge in the areas of sampling, distributions, probability, and hypothesis testing for metrics.
**Preferred **Behavioral**:

- Ability to work independently and exercise professional judgment within the framework of guidelines provided by superiors.
- Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising to a team.
