Parsons is looking for an amazingly talented **Contracts Administration Director **to join our team In this role you will manage all contract activity for a Division, a major market segment, or for a major project. Travel to the client’s offices or to the project site may be required, either before the contract receives final approval or during the life of the contract.
**What You'll Be Doing**:
- Participates in Division, Company, and Corporate strategic planning activities for specific projects (e.g. risk assessment, bid/no bid analysis, participation in business plan development, etc.).
- Provides technical guidance to assigned personnel, and ensures proficiency and timeliness of contract administration. Makes staffing assignments and reassignments as Company and project needs arise. Recruits, interviews, and evaluates prospective employees. Hires, offers personnel development, conducts performance evaluations, counsels, takes corrective action as required, and approves terminations. Ensures that new employees receive orientation in company policies and procedures.
- Collaborates with Division and project management to ensure proper support in proposal preparation, as well as contract negotiations and administration.
- Reviews requests for proposals to identify risks and contractual terms not conforming to Company policy.
- Negotiates the more difficult, complex, or sensitive issues with clients.
- May represent the Company at government procurement regulatory and policy-making committee hearings and at industry association committees dealing with Federal Procurement Policy initiatives that will have an impact on the industry.
- Maintains an active participation in related professional societies to keep abreast of relevant contractual issues.
- Document Management: Maintaining accurate and organized contract documentation, including contracts, amendments, correspondence, and other related documents.
- Knowledge Management: Staying informed about changes in contract law, regulations, and industry best practices, and sharing knowledge with colleagues as needed.
- Training and Development: Providing training and guidance to team members on contract management processes, procedures, and best practices.
- Adherence to Local Laws and Regulations: Ensuring that all contracts comply with Saudi Arabian laws, regulations, and cultural norms.
**What Required Skills You'll Bring**:
- 4-year degree in Business Administration, Finance, or related field and 25 years of prime contract administration experience within a large international engineering and construction firm is required.
- Experience with an engineering consultant or claims consultancy providing consultancy advice on contracts, procurement and disputes as well as expert witness work.
- Proven track record in all stages of the project life cycle from contractual frameworks to cost estimation to site management and cost management through to contract administration and disputes.
- Ability to guide staff, critique and challenge objectively and with confidence.
- KSA Government Procurement Law contract knowledge
- Experience developing successful relationships at a senior level
- Direct experience interfacing with executive management
- Proven ability to work independently and under pressure, while using good judgment, when making Program related decisions that drive project delivery forward.
- Possess the exceptional interpersonal skills required to productively collaborate, negotiate, reach consensus and finalize project decisions.
- Commitment to excellence and possessing high expectations for the position, the PMO and the entire client program.
- Ability to maneuver in a culturally diverse and dynamic environment.
- Ability to comfortably and knowledgably manage throughout all phases of the Program including planning, procurement, design, and construction phases.
