**Position Summary**

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logístical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

**The work location can be Jubail or Ras-Al-Khair.**

**A. Supervision Received**:
Receives operational supervision, mentoring and guidance from QA team/manager on quality tools ,process and procedures.

**B. Contacts**:

- Collaborate and interact with project QA team members including construction, contractor, other RC departments, contract and procurement, engineering, administrative services, other project personnel, and with client and staff quality personnel.
- Interfaces with construction on quality Inspector related items.
- Participate and support in Construction including Contractors and Engineering

**ESSENTIAL JOB DUTIES**:

- Assists in maintain/review Quality Management System to ensure compliance with quality standards, guidelines and procedures with the clients in each assigned task.
- Assists, supporting and reviewing project quality program/plan for key milestones,
- Participates in supporting implementing corrective actions for condition reports assigned to quality.
- Participates in preventing quality problems by identifying risks and recommending improvements to correct potential deficiencies.
- Support/delivering quality trainings to project personnel and contractor assigned to the project.
- Participates/support in the project quality audits and surveillances as required to verify the effectiveness and efficiency of the project quality innovative tools.
- Participates in reviewing reports on new or revised client requirements and their impact on the established QA program.
- Support/Participates in actions taken in response to issues to assure adequacy of completed actions.
- Participates/Support in preparing, plan and perform internal and external audits/assessments of contractors & suppliers/subcontractors.
- Assists in preparation of periodic QA KPI reports on the effectiveness tracking of the QA program/plan implementation.
- Prepares reports/presentation for management reviews under PFE/QA team supervision.
- Participates in corrective action for quality work process program on projects for identifying and reporting of quality work process events and track for its actions for preventing recurrence.
- Assists/Supports in reviews project quality related procedures and guides for conformance to QA program requirements.
- Support QA in preparing QA procedures and guides for approval in accordance with the client procedures.

**Skills and Qualifications**:
**Essential Technical**:

- Recognized University degree or experience in quality inspection related to construction field.
- Minimum 5 years’ work experience in construction field operation, may involve with quality inspection documentation work and good understanding the auditing process.
- Understand and adapt to construction industry quality process standard/procedures and be able to support training, especially in soft skills, support quality audits & surveillances. Experience in Oracle Primavera Unifier, MS office and PowerApp would be preferred.
