**Responsibilities**:
Supervises the activities of the contracting team. Drafts and prepares contracts and related correspondence. Entails reviewing and analyzing contracts and interpreting contract terms and conditions. Includes reviewing proposals submitted by bidders and preparing technical and commercial evaluation reports. Also includes post award activities involving contract administration leading to eventual close-out. Contracts include all service, consulting and construction agreements. Plans and prepares for current and future tender activities by selecting potential service providers, preparing and issuing tender documentation in order to ensure timely deployment of required services.

Formulates contracts in accordance with approved contracting methodology and/or tender and contract documentation standards and procedures, to ensure all MA contracts comply with internal requirements.

Ensures that the bid package for tender is comprehensive and meets all guidelines established by management.

Reviews and evaluates bids and proposals submitted by bidders for MA’s contracts and prepares evaluation reports. As a member of evaluation committee develops evaluation procedure relevant to bid and gains approval from relevant department. Opens bids. For technical aspects of bids, ensures prospective contractor’s manpower, resources and experience meet tender specifications and scores bid according to each evaluation criterion. Ranks bidders in order and checks qualification of bidders. For commercial aspects of bids may liaise with bidders regarding contract negotiation and ensures contracts are awarded to most appropriate bidder.
- Reviews and monitors the closeout and resolution of outstanding issues for completed contracts. Includes gaining return of MA assets i.e. ID cards, trucks etc. and reviewing contractors legal requirements prior to final payment by liaising with responsible department to ensure contractors' obligations have been fulfilled. Liaises with Finance department regarding appropriate cost adjustments for final payout.
