**Senior Manager - Cost Control (Project: Facilities Managing Agent)**

Are you a financial expert with a passion for ensuring budgetary excellence and cost efficiency? We are seeking a **Cost Control Manager**to join our team and take charge of budgeting, cost control, and financial reporting for a high-profile Facilities Operations Managing Agent project in Riyadh. In this role, you will play a pivotal part in maintaining the financial health of the program by monitoring expenditures, contracts, and procurement processes while providing critical financial insights to stakeholders.

**About the Role**:
As the Cost Control Manager, you will oversee the financial performance of the program, ensuring compliance with client policies and Saudi public budgeting standards. You will manage budgets, track expenditures, and deliver financial reports that support accountability and decision-making. This role requires extensive experience in cost control, budgeting, and financial reporting, with a strong understanding of procurement and contract management in large-scale operations.

**Key Responsibilities**:

- Assist in preparing and maintaining the detailed Operations Department Budget, reconciling it with other budgets as needed.
- Manage and monitor financial performance across all functional departments during both pre
- and post-opening phases.
- Lead and coordinate Value Engineering (VE) initiatives in collaboration with the appointed Cost Consultant, both before and during operations.
- Track budget commitments, actual expenditures, and cash flow, providing monthly reports to client management that clearly communicate budget progress and variances.
- Produce tailored financial reports for team leaders across operations to support internal cost tracking and accountability.
- Deliver risk analyses and financial insights, identifying potential budget deviations or cost overruns and recommending corrective actions.
- Provide budget analysis and advisory support across all client teams, ensuring alignment with client leadership expectations and Saudi Ministry of Finance standards.

**Qualifications & Experience**:

- Bachelor’s degree in Finance, Accounting, Economics, or a related field (Master’s degree or professional certification such as CMA or CPA is preferred).
- Minimum of 10 years of experience in cost control or financial management, including experience in large-scale operations or public sector projects.
- Strong knowledge of Saudi public budgeting standards and accounting practices.
- Proven expertise in budget preparation, cash flow forecasting, and financial reporting within complex program structures.
- Familiarity with Value Engineering (VE) processes and experience working with external cost consultants.
- Proficiency in financial software tools, including CAFMS, ERP systems, and Excel/Power BI for reporting and analysis.
- Strong communication and stakeholder engagement skills, with the ability to present financial information clearly to both technical and non-technical audiences.
- Excellent analytical, risk management, and problem-solving skills.

**Desired Skills**:

- Proficiency in Microsoft Office Suite (Excel, Word, etc.).
- Familiarity with industry software such as Expedition.
- Experience with Adobe Acrobat is required.
