On behalf of our client, we are looking to hire a **Procurement Manager.**
**Job Summary**
To lead and manage company procurement function in order to minimize overall procurement costs without compromising quality or reliability of supply and in accordance with regulations and standards.
**Responsibility**
**Strategy & Business Planning Input**
- Provide inputs for the development of the procurement budgets, plans, and systems that will achieve the strategic objectives, manage department activities within assigned budget
- Implement the departmental structure, policies and procedures and ensure alignment with division and business strategy and requirements
- Manage and allocate the resources necessary to support the department strategic plans and objectives
**Vendor Management**
- Manage sourcing activities and ensure that required specifications, quality and delivery schedule meets the business requirements at agreed terms.
- Manage KEY suppliers and vendor relationship to ensure best terms have been finalized favoring company’s interest with quality deliverables and to resolve problems and issues amicably.
- Develop, manage, and update the supplier pre-qualification and assessment criteria based on Company standards and requirements and ensure its being practiced. Categorizing the vendors as per the supply-based criteria and standards.
- Conduct regular evaluation of key and strategically important supplier performance to ensure compliance with purchase order/contract terms and service level agreement, address concerns (if any) with the user departments and resolves the issues jointly (if any).
- Review and approve supplier’s payments and ensure timely processing of payments, manage reasonable payment delays while maintaining the good business relationships.
**Operation Management**
- Oversee the management of the Warehouse and Inventory levels to ensure mínimal lead time in equipment/material supply
- Manage and monitor all procurement activities to ensure they are conducted effectively and completed in a timely and efficient manner
- Liaise with the user department managers to understand their current requirements and forecast to develop the procurement plan with cost estimates and delivery schedules as per the annual budget.
- Manage and monitor purchase requisitions to ensure COMPANY’s purchase practices are being adopted throughout the procurement process
- Ensure the development and maintenance of an effective and up-to-date vendor database (item master and vendor master data) to assist with the procurement of various items, equipment’s, materials, supplies and services as per user department requirements
- Supervise and monitor the import shipments, customs clearances and logistics to ensure smooth operational flow and timely delivery.
**Cost Reduction**
- Analyze and evaluate the organizations overall procurement trends (spend analysis / categories) to identify the high spend areas to identify the potential areas of control and develop the options to minimize the costs and take proper measures.
- Analyze and evaluate external price trends and new product offerings to identify opportunities to reduce overall procurement costs.
- Identify, evaluate, and capitalize on opportunities to reduce procurement costs by improving the organization’s buying patterns and supply channels.
**People Management**
- Generate commitment, motivation and enthusiasm for the department and COMPANY as a whole
- Lead, direct, evaluate, and develop a team of employees to ensure that procurement activities meet established requirements, specifications, and standards, and that department activities are conducted ethically and according to relevant regulations, laws, and standards
- Provide clear direction, prioritize tasks, assign and delegate responsibility and monitor the workflow of the department
- Plan, manage and review individual performance and provide regular feedback, development, training opportunities, and coaching, taking prompt action where necessary
- Provide opportunities for the department members to suggest, participate in, and contribute to improvement, innovation and knowledge-sharing initiatives
**Requirements**:
- 6 to 8 years experience with at least 3 years experience in a similar managerial role
- Experience in Non-Product procurment.
- Saudi or any nationality with Valid Saudi Iqama
- Bachelor’s in Supply Chain Management or a similar field
- Fluent in English
- Communication Skills (Written and Verbal)
